São Paulo Government’s Billion-Dollar Package Expands Roadworks, Urban Road Recovery, and Municipal Financing, Focusing on Road Safety, Regional Mobility, and Modernization of State Infrastructure Across Different Paulista Regions.
The Government of São Paulo announced a R$ 2 billion package aimed at road infrastructure, with resources allocated for highway recovery, modernization of state roads, and urban mobility works spread across different regions of the state.
Presented on Tuesday, May 5, 2026, the new phase of the SP Pra Toda Obra program also includes agreements for urban resurfacing and financing for municipalities facing difficulties in recovering damaged roads after periods of intense rain.
Of the total amount announced, R$ 1 billion will be directed to concessioned highways, while DER-SP, responsible for managing part of the state network, will receive R$ 540.5 million for new interventions and road recovery services.

DER-SP Works Expand Recovery of Highways and Local Roads
In total, the DER-SP package foresees 40 interventions on state highways and local roads, reaching 45 Paulista municipalities, according to information released by the Secretariat of Environment, Infrastructure and Logistics of the State of São Paulo.
On local roads, the state government plans to execute 24 paving and recovery works, totaling investments of R$ 469.4 million over an extension of 236.7 kilometers distributed among 31 municipalities.
On state highways, 16 interventions are planned across 14 different sections, focusing on safety improvements, erosion containment, and slope stabilization considered strategic for regional traffic.
Combined, these actions on state highways are expected to consume R$ 71.1 million, reinforcing preventive and corrective maintenance at points considered priority for vehicle circulation and cargo transport.
Desenvolve SP Credit Line Expected to Serve Paulista Municipalities
In addition to roadworks, the state government announced R$ 200 million in an emergency credit line operated by Desenvolve SP, created to assist municipalities in the recovery of deteriorated streets and avenues.
According to the State, interested municipalities will have up to 72 months for repayment, in addition to a grace period of up to 12 months and technical support for the preparation of necessary projects until the release of financing.
While part of the resources will be available through credit, another R$ 200 million will be directly applied by the Paulista government in resurfacing services carried out through agreements signed with 16 municipalities.
The beneficiary cities belong to the Greater São Paulo, Vale do Ribeira, and Presidente Prudente administrative regions, areas that concentrate demands related to the recovery of urban networks and local roads.
Concessioned Highways Focus on Safety and Mobility Works
On highways concessioned to private initiative, the package brings together works linked to Artesp, the agency responsible for regulating state transport, in addition to new projects authorized within the schedule presented by the government.
Among the highlighted interventions are improvements to the Rodoanel Mário Covas and the Buri Interchange, located in the Itapeva region, works that together represent R$ 317.6 million in investments foreseen by the State.
In addition to expanding road capacity in some sections, the projects include actions aimed at reinforcing traffic safety, especially in areas with a history of accidents and logistical bottlenecks.
The announcement also marked one year of the SP Pra Toda Obra program, a state initiative that brings together public and private road infrastructure projects executed since 2023 in different Paulista regions.
According to the state government, the program currently concentrates R$ 144.6 billion in public and private investments, covering 61.8 thousand kilometers of highways and approximately 4,300 works underway or planned in the state.
