The Federal Government will begin requiring the biometric registration of Bolsa Família beneficiaries starting in November 2025. The measure, which involves fingerprint or facial recognition, aims to prevent fraud and ensure that the benefit reaches those who truly need it.
Security Assurance and Social Focus
According to the Ministry of Management and Innovation in Public Services (MGI), the initiative is part of a digital transformation package aimed at social assistance policies.
The Secretary of Digital Government, Rogério Mascarenhas, explained that the goal is to enhance the security of payments. “The idea is that everything involving public benefit payments be biometrically verified,” he emphasized.

Biometrics will be linked to the National Identity Card (CIN) database and other official systems, gathering information on about 150 million Brazilians.
The Ministry of Development and Social Assistance will coordinate the transition, following the guidelines of the General Data Protection Law (LGPD).
How The Registration Process Will Work
The registration will begin gradually in 2025. To ensure nationwide coverage, the government has partnered with Caixa Econômica Federal, which will use its biometric database during the benefit payment and enhance in-person service at its branches.
This integration will allow for greater agility and reduce the risk of irregularities, as each payment will be directly linked to the biometric identification of the holder.
Exemptions and Data Protection
Individuals over 80 years of age, people with reduced mobility, or those with special conditions may be exempt from the requirement, according to Decree No. 12,561/2025.
Additionally, the registration will be managed by the Digital Government Secretariat and will comply with all LGPD regulations and the National Data Protection Authority (ANPD), ensuring that personal information is protected.
Thus, Bolsa Família begins a new phase of control and transparency, reinforcing trust in the country’s main social program.
