Paraguayan Government Advances in the Creation of a Strategic Private Cloud Infrastructure for Public Entities, with Direct Investment of US$ 20 Million and Focus on Digital Sovereignty, Information Security, and Technological Autonomy
Paraguay has taken another decisive step toward consolidating its digital sovereignty by advancing the bidding process for the construction of a data center intended to operate a national sovereign cloud, an initiative considered strategic for modernizing the technological infrastructure of the public sector. The project, led by the Ministry of Information and Communication Technologies (TIC), envisions the implementation of a modular Tier III data center, with robust initial capacity and the possibility of expansion as state demand grows.
The information was disclosed by BNamericas, a platform specialized in business intelligence in Latin America, which closely monitors infrastructure, technology, and public investment projects in the region. According to the publication, the Paraguayan government is preparing to award the contract in February 2026, after completing the technical consultation phase held in December.

According to the bidding terms, the project includes installation works for a modular Tier III data center, an international standard that ensures high availability, redundancy of critical systems, and greater operational reliability. This type of certification is widely adopted in infrastructures considered essential, such as financial, governmental, and national security systems.

Furthermore, the data center will be designed to support a maximum capacity of up to 5 megawatts (MW), allowing for gradual growth according to the needs of the Paraguayan state. The infrastructure will support a private on-premise cloud platform, capable of offering complete Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS). In this way, ministries, agencies, and other public institutions will be able to host sensitive data and applications within an environment controlled by the state itself, reducing external dependencies.
IDB Financing and ANDE’s Role Ensure Energy and Financial Viability of the Project
Another central point of the project is its financing model, which combines national resources with international support. The data center will have an estimated budget of US$ 20 million, which is part of a larger package of US$ 130 million financed by the Inter-American Development Bank (IDB), aimed at the digital modernization of Paraguay.
This financial support is seen as crucial to enabling long-term investments in critical infrastructure, especially in a sector that requires a high degree of reliability, cybersecurity, and operational continuity. As detailed by BNamericas, IDB financing will allow not only the construction of the data center but also the adoption of technical standards compatible with international requirements.
In the energy aspect, the National Electricity Administration (ANDE) will be responsible for providing medium voltage electricity, directly from its own substation. The scope includes the entire electrical transformation system, ensuring stability in supply and sufficient capacity to sustain the continuous operation of the data center, an essential requirement for mission-critical environments.
Project Reinforces Digital Sovereignty and Reduces Dependence on Foreign Infrastructures
From a strategic point of view, the creation of a sovereign cloud represents a significant advance for Paraguay in the context of information security and technological autonomy. By concentrating sensitive governmental data within its own infrastructure, the country reduces risks associated with hosting on foreign servers or global commercial platforms, often subject to external legislation.
Moreover, the initiative aligns with a trend observed in several Latin American countries, which have been seeking greater control over public data, strategic information, and critical governmental systems. The adoption of a state-owned private cloud allows the government to define its own governance, access, compliance, and data protection policies.
According to industry experts, projects of this kind also facilitate integration among different public entities, promote gains in administrative efficiency, and lay the groundwork for more advanced digital government policies, artificial intelligence applied to public management, and system interoperability.
Project Timeline Indicates Award in February 2026
In terms of project timeline, the bidding process has advanced concretely. The receipt and opening of envelopes with technical and commercial proposals is scheduled for February 9, 2026, following a consultation period for the bidding document that ended in December. The expectation is that the award will occur within the same month, allowing the initiation of the subsequent phases of the project.
With this, Paraguay signals its intention to accelerate its digital transformation agenda, placing technological infrastructure at the center of its public policies. The construction of the data center and the implementation of the sovereign cloud are expected to become fundamental pillars for the modernization of the state in the coming years.
