Petrobras Prepares to Decommission Remaining Submarine Structures of FPSOs Cidade do Rio de Janeiro, Cidade de Rio das Ostras, and Piranema
Petrobras launched a tender to contract engineering, preparation, removal, and disposal (EPRD) services, which will be aimed at decommissioning the remaining submarine structures of FPSOs Cidade do Rio de Janeiro, Cidade de Rio das Ostras, and Piranema, already demobilized from projects in the Campos and Sergipe-Alagoas basins, respectively. About the Tender Launched to the Market by Petrobras
According to the Petronotícias website, on October 13, Petrobras will open the envelopes containing the proposals from the bidding companies. The tender, which is national in scope, will occur in an open bidding mode, and the price competition will begin on October 14.
In addition to engineering, preparation, removal, and disposal services, Petrobras’ tender will also hire the activities of sale, in the condition of scrap, of materials coming from the ports of the submarine systems belonging to the three FPSOs. The judgment criterion for the tender will be the best combination, with the lowest price for Petrobras, taking into account the difference between the value of the EPRD service contract proposals and the value of the sale contract proposal.

The Submarine Systems of Three FPSOs That Will Undergo Decommissioning
According to the Petronotícias website, the system of FPSO Rio de Janeiro, from Petrobras, which was producing in the Espadarte field in the Campos Basin, the work of the future contractor will involve the decommissioning of 10 wells and 132 km of flexible lines. Regarding the underwater equipment of FPSO Piranema, which produced in the field of the same name in Sergipe-Alagoas, the activities will encompass nine wells and the collection of 120 km of flexible pipelines and risers. Finally, at FPSO Rio das Ostras, previously installed in the Campos of Tartaruga Verde, Tartaruga Mestiça, and Espadarte, the work will involve two wells and 21.1 km of flexible lines.

The Director of Development at Petrobras, João Henrique Rittershaussen, gave an interview to epbr, talking about the contracting of an FPSO for a deep water project in the Sergipe-Alagoas Basin. The director emphasizes that Petrobras has already launched a competitive process to contract the platform and that proposals should be received in 2022.
In the interview, Rittershaussen stated that a tender has been initiated for hiring under the Built Operate and Transfer (BOT) model, by which the charterer operates the platform for some time and then transfers it to Petrobras. The process aims for an FPSO-type unit. João Henrique says that the BOT for the FPSO for the deep water project in the Sergipe-Alagoas Basin is already underway and that companies are already working on the process. According to him, Petrobras should receive proposals next year.
The BOT model is a novelty for Petrobras, although the company had anticipated in February this year that it intended to work with this option for the deep waters of the Sergipe-Alagoas Basin. In the interview, Rittershaussen also highlighted that Petrobras has been doing strong work to reduce the deployment time of platforms, as well as to reduce construction time and increase the efficiency of the units.
