Located on the São Paulo coast, the Port of Santos, the largest in Brazil, handled 162.4 million tons of cargo in 2022. This figure marked a record, as it represented an increase of 10.5% compared to the 2021 volume.
Shipments rose by 15.1%, reaching 118.7 million tons, while discharges totaled 43.7 million tons, according to a note released by the Santos Port Authority (SPA). According to the entity, the Port of Santos marked a growth of 22% in the last four years, representing an annual advance of 5.1%.
Moreover, the Port of Santos’ share in the Brazilian trade flow represented 28.8% of the national total in 2022, with a flow of 5,202 ships. At the port, agribusiness goods are the main contributors to the year’s cargo totals. Among the highlights are shipments of soybeans, which increased by 9.6% compared to 2021, meats (+20%), corn (+80.8%), citrus juices (+9.5%), and cellulose (+59%).
Additionally, the movement in December achieved its highest mark in history, with 12 million tons. Regarding containers, the Port of Santos reached 5 million TEUs in 2022. This represents an increase of 21% over four years, as well as 3.2% compared to 2021. Setting a record, there were 375.7 thousand TEUs handled just in December.

Currently, the Port of Santos is nearing its maximum container handling capacity of 5.2 million TEUs per year. According to the SPA note, the Development and Zoning Plan (PDZ), approved in 2020, allowed the port to undertake new projects to meet the increasing demand.
In the note, the SPA highlighted that “Among these planned projects is the new container terminal, STS 10, which will increase capacity for this cargo by 2.3 million TEUs per year, removing the risk of the Port operating at its container capacity limit.”
Governor of São Paulo States That the Federal Government Does Not Rule Out Privatization of the Port of Santos
The Governor of São Paulo, Tarcísio de Freitas (Republicans), indicated that President Lula has not dismissed the mega-auction of the Port of Santos, which was planned during his tenure as Minister of Infrastructure under Jair Bolsonaro. According to him, in an interview with Estadão, the Government has not only ruled out the hypothesis but is also open to the mega-auction.
In his management as Minister of Infrastructure, Tarcísio viewed the initiative as very positive. For him, the privatization of the port, in the model of selling the port authority, is a delicate topic from the perspective of the new government.
On the other hand, Tarcísio pointed out that President Lula is not “bound to dogmas.” According to him, “He said that, obviously, this issue of privatization is a sensitive topic, but that he is also not bound to dogmas and is open to internal discussions.” Finally, Tarcísio noted that the topic is quite sensitive and, therefore, caution is necessary when discussing it.
