Portugal Confirms Investment in the Tropical Forest Fund
On November 6, 2025, Portugal announced an investment of 1 million euros, equivalent to R$ 6.2 million, in the Tropical Forest Fund (TFFF).
Thus, the country became the first in Europe to invest in the mechanism.
The mechanism is one of the priorities of the Brazilian government.
Brazil had already promised US$ 1 billion to the fund.
Indonesia was the only nation that had followed the same path until then.
Prime Minister Luis Montenegro stated that Portugal wishes to participate from the start.
He emphasized the importance of strengthening forest preservation.
He also highlighted the need to promote sustainable economic and social development.
Lula Emphasizes Climate Urgency and Role of the Amazon
During the COP30 Leaders’ Summit, President Luiz Inácio Lula da Silva highlighted that 2025 marks the 80th anniversary of the UN.
He recalled that 2025 also marks ten years of the Paris Agreement.
The agreement was signed in 2015.
Lula stated that 2024 was the first year with an average temperature above 1.5°C compared to the pre-industrial period.
This data was presented by the United Nations Environment Programme (UNEP).
According to Lula, COP30 will be “the COP of Truth”.
He advocated for concrete decisions to reverse deforestation.
He also reiterated the importance of reducing dependence on fossil fuels.
Furthermore, he stated that it is urgent to ensure adequate climate financing.
Key Points of the Presidential Speech
Lula stated that the Amazon is the main environmental symbol of the planet.
Furthermore, he emphasized that the region houses the largest existing river basin.
The president also highlighted the presence of thousands of animal and plant species.
According to him, indigenous peoples live under a false dilemma between preservation and development.
Nonetheless, these peoples reconcile both challenges daily.
Lula stated that the Paris Agreement reflects the advances and limits of multilateralism.
He cited projections indicating global warming of 2.5°C by 2100.
Consequently, he highlighted that these projections require immediate responses.
According to Lula, geopolitical disputes divert essential resources for climate.
Moreover, he stated that 28 climate conferences were necessary to recognize the need to abandon fossil fuels.
He recalled that COP29, in Baku, addressed the expansion of climate financing.
Belém as a Historical Host of COP30
Lula highlighted that this is the first time a COP is taking place in the heart of the Amazon.
According to him, Belém offers a unique opportunity for direct contact with the biome.
Thus, the choice brings the world closer to the Amazonian reality.
Additionally, it allows observing environmental challenges and riches.
The president thanked the workers who built and organized the conference spaces.
Finally, he stated that COP30 needs to “push the sky up.”
He used the expression to reinforce the urgency of climate decisions.
