Eletrobras Privatization Faces Resistance From the Senate

The Privatization of Eletrobras, Currently Responsible for About One Third of Power Generation Capacity and Half of Energy Transmission in Brazil, Faces Resistance in the Senate

The project for the privatization of Eletrobras requires a deliberation from the president of the chamber, Rodrigo Maia (DEM-RJ), who is currently waiting for government leaders to convince senators of the importance of moving the text forward. The bill defining the model for the privatization of the state-owned company was signed in November by President Bolsonaro, right after the approval of the pension reform by the Senate.

It is possible that Maia will create a special commission aimed at debating the privatization of Eletrobras, similar to what happened in the last legislature.

There is still no rapporteur, even informally, for the state-owned company’s privatization project. Deputy Fernando Filho (DEM-PE), former Minister of Mines and Energy under the Temer government, is the most likely candidate for the role.

The deputy told allies that he does not intend to engage in the initiative as he suspects it is doomed to failure due to difficulties in the Senate.

Government Plans for Eletrobras

The Bolsonaro government’s plan is to capitalize Eletrobras. The government would be outside the operation, holding less than 50% of the capital with voting rights.

The government’s intention is not to hold even a “golden share,” a share that grants veto rights over certain decisions, such as the sale of parts of Eletrobras, for example.

Maia believes he has enough votes in the Chamber to approve the privatization of Eletrobras, even with resistance from the benches in the Northeast and North. However, he should not subject deputies to the political wear and tear of voting on the proposal if he is not certain that the text will have enough support in the Senate to at least proceed.
