In Brazil, the guarantee of access to electricity is a fundamental right. Thinking about this, the Luz para Todos program, created in 2003, has been a milestone in the universalization of this essential service.
And even with the privatization of Eletrobras, the management of this program will continue to stimulate the distribution of free energy for another 12 months.
During the Extraordinary General Assembly of the former state-owned company, it was defined that Eletrobras will remain in charge of the Luz para Todos program for an additional year. This means that during this time, the state will continue to be committed to providing free electricity to countless Brazilian families who still do not have access to this basic service.
It is important to note that, after the end of this period, the management of the program will be transferred to the Brazilian Company for Participation in Nuclear and Binational Energy (Enbpar). This transition will be carried out appropriately and safely, ensuring that the program’s beneficiaries are not harmed.

As the world closes in on conflicts, China has opened the vault in Latin America, with a record trade of 549 billion dollars in 2025, imports up by 27.6%, and nearly one million jobs, and stated at the Macau forum that it is here to stay in the region.
In addition to maintaining the continuity of the program, the Ministry of Mines and Energy (MME) plans to reformulate it to make it even more inclusive and efficient.
The goal is to ensure that all Brazilians have access to electricity, promoting equality and development in all regions of the country.
As Eletrobras has always been responsible for managing several governmental programs related to the universalization of electricity, the Luz para Todos program has always been under its management. However, with the privatization and disinvestment of the company, there was a need to transfer this responsibility to Enbpar.
During this disinvestment process, a deadline of up to 12 months was established to enable this management transition. This involved adjustments in systems, training of teams, transfer of knowledge, and historical information between the two companies. The decision to extend Eletrobras’s management for one more year was approved by 95% of the board members, demonstrating the company’s commitment and social responsibility towards the country’s needs.
It is worth noting that Eletrobras is not only committed to providing electricity but also to investing in Brazil’s sustainable future.
The company will allocate around R$ 1 billion per year, until 2032, for the three federal government programs: Luz para Todos, the National Electricity Conservation Program (Procel), and the Incentive Program for Alternative Electricity Sources (Proinfa). These investments aim to boost projects carried out by the energy distributors and contribute to one of the largest environmental programs in the country.
One of the milestones of this commitment is the construction of the line that will connect Roraima to the National Interconnected System (SIN). Roraima is the only Brazilian state that remains isolated from the national electricity system. With the completion of this line, the state will benefit from reduced thermal generation and energy costs, in addition to receiving a continuous supply of reliable and quality energy.
In summary, the Luz para Todos program will continue to be a fundamental pillar for social inclusion and development in Brazil. Eletrobras, even going through privatization processes, will maintain its commitment to Brazilian society by guaranteeing access to free electricity for another year and investing in sustainability projects.
