Funrigs investments advance on strategic highways in the Serra, with paving, drainage, signage, containment, and bridge works, within the package of reconstruction of the gaucho infrastructure after the damage caused by the 2024 floods.

The government of Rio Grande do Sul reported, in a publication made on June 9, 2026, that it is investing more than R$ 1 billion in the recovery of highways and bridges in the Serra, one of the regions most affected by damage to the road network.

The resources come from the Fundo do Plano Rio Grande (Funrigs), a program created to finance reconstruction actions in the State, and correspond to more than 33% of the amount allocated to road recovery by the state government.

The interventions reach nine state highways and include paving, drainage, signage, and slope containment services, in sections that suffered impacts during the floods recorded in Rio Grande do Sul in 2024.

In the program as a whole, the state administration plans R$ 3.1 billion in 48 works, including road recovery and bridge implementation, with execution linked to the Autonomous Department of Highways (Daer).

In the Serra, the works are under the responsibility of Daer, an agency linked to the Secretariat of Logistics and Transport (Selt), which coordinates interventions in sections considered essential to restore and qualify regional circulation.

Works reach strategic highways in the Serra

Among the highways included are ERS-355, ERS-373, ERS-431, ERS-437, ERS-444, ERS-448, ERS-486, RSC-453, and VRS-873, in addition to the bridge over the Arroio Não Sabia, on ERS-441.

The implementation and signage of the structure in Vista Alegre do Prata, with 155 meters of extension, is also planned, within the same set of works financed with Funrigs resources in the region.

The list includes important connections between mountain municipalities, productive areas, and access corridors to the North Coast, which increases the weight of the interventions for regional transport and the movement of residents.

According to the official update of the Plano Rio Grande, the Serra lots total 306.6 kilometers of extension, in addition to the bridge over the Arroio Não Sabia.

On the Rota do Sol, the investment exceeds R$ 390 million in three sections, with works on ERS-486 and RSC-453, two relevant highways for the connection between the Serra and the North Coast.

The government cites interventions between Tainhas and Terra de Areia, on ERS-486, with 54.17 kilometers; between Lajeado Grande and Tainhas, on RSC-453, with 39.45 kilometers; and between Caxias do Sul and Lajeado Grande, with 59.28 kilometers.

Containments aim to reduce risks on slopes

In addition to pavement recovery, the projects foresee more than 120 containments in areas considered sensitive, especially in regions where slope instability occurred during the 2024 climate event.

This type of intervention aims to reduce risks in sections that experienced blockages, landslides, and community isolation, combining structural reinforcement with drainage measures and road infrastructure improvement.

The Secretary of Logistics and Transport, Clóvis Magalhães, stated that the containments were included because they are important for enhancing the safety of the sections and responding to the characteristics of each location.

“The containments are included in the projects because they are an important solution to reduce risks and ensure more safety. In all projects, we include measures that respect the local scenario,” declared Magalhães, commenting on the works in the Serra.

In the assessment of the general director of Daer, Luciano Faustino, the interventions reflect needs identified after the extreme rains, with engineering solutions focused on road safety and addressing the effects of climate events.

Faustino stated that the projects combine containments and drainage, two fronts considered necessary to improve road safety and reduce the vulnerability of sections exposed to new severe events.

Sections concentrate million-dollar investments

Among the highest amounts reported by the government is the RSC-453, in the section between Caxias do Sul and Lajeado Grande, which will receive R$ 136.7 million for works over 59.28 kilometers.

Another lot of the same highway, located between Lajeado Grande and Tainhas, will have R$ 113.6 million applied over 39.45 kilometers, reinforcing the concentration of investments on the Rota do Sol.

On the ERS-486, between Tainhas and Terra de Areia, the investment reaches R$ 130 million, in a section of 54.17 kilometers that also integrates the corridor between the Serra and the North Coast.

The ERS-431 appears in two lots, one of them between Bento Gonçalves and São Valentim do Sul, with R$ 100.9 million allocated to 22 kilometers of recovery.

In the other section of the ERS-431, between Dois Lajeados and the district of Santa Bárbara, the reported investment is R$ 84.82 million for works along 20.17 kilometers.

There are also interventions on the ERS-444, between Monte Belo do Sul and Santa Tereza, where R$ 91.9 million is planned for the recovery of 13.28 kilometers.

On the ERS-448, the sections between Nova Roma do Sul and Rio das Antas and between Farroupilha and Rio das Antas receive, respectively, R$ 55.2 million and R$ 62.8 million.

155-meter Bridge to be Implemented on ERS-441

On ERS-441, the government plans R$ 17.36 million for the bridge over Arroio Não Sabia, in Vista Alegre do Prata, a structure that will have 155 meters of length.

The project is part of the package funded by Funrigs in the Serra and adds to the road interventions aimed at restoring the infrastructure affected by the rains and structural problems associated with the climatic event.

Other lots include ERS-437, with two sections between Vila Flores, Rio da Prata, and Santana, in Antônio Prado, totaling R$ 130.1 million in investments.

On VRS-873, between Morro Reuter and Santa Maria do Herval, R$ 39.3 million is planned for 13 kilometers of works, while ERS-373, in Gramado, will receive R$ 19.3 million for 6.55 kilometers.

Meanwhile, ERS-355, between Veranópolis and Fagundes Varela, is included in the package with R$ 56 million for 23.29 kilometers of requalification, completing the list of sections reported by the state government.

Reconstruction is Part of the Response to the 2024 Floods

The package of works was associated by the state government with the reconstruction after the floods of May 2024, which damaged roads, bridges, and slopes in different regions of Rio Grande do Sul.

According to the state administration, the priority is to restore trafficability and enhance the resilience of the infrastructure, with interventions capable of reducing risks in areas more vulnerable to new climatic events.

In Rio Grande do Sul, Funrigs finances works in various regions, focusing on roads and bridges affected by the climatic disaster, while the Serra concentrates a significant portion of the resources allocated to the roads.

The execution of services includes functional requalification of the pavement, drainage improvements, new signage, and structural reinforcements in areas susceptible to instability, under the management of Daer and the supervision of the Secretariat of Logistics and Transport.
