Program Offers Free Training and Financial Incentive for Residents of 10 São Paulo Cities Who Already Work or Wish to Work in Cultural Initiatives in Their Communities, Promoting the Strengthening of Local Culture.

Residents of ten municipalities in the state of São Paulo now have a unique opportunity for training and financial incentive for those who work or wish to work as cultural agents in their communities.

The Federal Institute of São Paulo (IFSP), in partnership with the Ministry of Culture (MinC), has opened registrations for the course of Initial and Continuing Education (FIC) for Popular Culture Agents, aimed especially at people who already promote or organize local cultural actions.

The notice, launched in July 2025, provides exclusive slots for São Bernardo do Campo, São Paulo (capital), Diadema, Santo André, Franco da Rocha, Suzano, Caieiras, Francisco Morato, Ferraz de Vasconcelos, and Hortolândia.

There are 50 slots distributed among these municipalities, with registrations open until August 4, 2025.

The selection process is free, conducted entirely online, and the course will be offered in distance education (EaD) mode.

The central proposal of the project is to recognize and strengthen popular cultural agents, who play a fundamental role in mobilizing artistic initiatives, collectives, and popular traditions in their territories.

According to the IFSP, these agents are considered protagonists of cultural development, being the priority target audience of the notice.

The free course for Popular Culture Agents lasts a total of six months, including five months of theoretical classes and one month dedicated to practical activities.

In total, the workload is 160 hours, with flexibility for those already involved in cultural activities in the community.

In addition to qualified training, selected participants will receive a total grant of R$ 8,350, an amount aimed at enabling exclusive dedication to the project.

This financial support is divided into different modalities:

  • Monthly support of R$ 1,200 for six months of the course;
  • Connectivity aid of R$ 25 per month to cover internet costs;
  • Support of R$ 1,000, in a single installment, for carrying out practical actions in the territory.

The receipt of the aids is conditioned on meeting the minimum attendance and the execution of the activities proposed in the schedule.

This measure aims to ensure participants’ commitment to training and the implementation of cultural initiatives that benefit their communities.

Who Can Enroll in the Free Culture Agent Course

Interested individuals must be at least 18 years old at the time of enrollment, be literate, and have basic knowledge of digital technologies.

Additionally, it is mandatory to reside in one of the ten municipalities included and have equipment (computer, laptop, or cellphone) with internet access to follow the EaD classes.

Another fundamental requirement is the availability of at least 15 hours per week to dedicate to the course activities.

The selection occurs in two stages.

First, candidates must submit a letter of presentation detailing their background and cultural work. This letter will weigh 50% in the evaluation.

In the second phase, candidates with the best scores in the letter will be invited for an online interview, which also accounts for 50% of the final score.

The result will be announced on September 25, 2025.

The strengthening of popular culture agents aims to stimulate the diversity of Brazilian artistic expressions and enhance local identities.

According to the IFSP and the Ministry of Culture, the work of these professionals is essential for energizing the creative economy, creating cultural networks, and developing projects that meet the real needs of the communities.

By providing a free course for popular culture agents, public institutions aim not only to expand access to training but also to ensure means for agents to continue operating sustainably.

The grant of R$ 8,350 allows participants to invest time and resources in cultural activities, overcoming financial barriers that often limit the continuity of these works.

The notice distributes the 50 slots as follows:

  • São Bernardo do Campo: 12 slots
  • São Paulo (Capital): 12 slots
  • Diadema: 5 slots
  • Santo André: 5 slots
  • Franco da Rocha: 4 slots
  • Suzano: 4 slots
  • Caieiras: 3 slots
  • Francisco Morato: 3 slots
  • Ferraz de Vasconcelos: 1 slot
  • Hortolândia: 1 slot

The distribution of slots aims to meet different regions and ensure that opportunities reach areas with a strong cultural presence and potential for community mobilization.

Registrations for the Free Course and Selection Process

Registrations for the free culture agent course are open until August 4, 2025, and must be made exclusively online at the official link.

At the time of registration, it is mandatory to attach the letter of presentation, a fundamental document for the initial stage of the selection process.

Candidates approved in the letter analysis will undergo the online interview, which will delve into issues regarding engagement, experiences, and availability for the course.

It is important to emphasize that the process does not involve any type of charge, and all stages are virtual, expanding access for candidates residing in different regions of the state.
