Government Reserves R$ 5 Billion in the 2026 Budget to Replace the Gas Aid with a Program That Should Benefit 17 Million Families.
The federal government is preparing to include a reserve of R$ 5 billion in the Annual Budget Law Project (PLOA) for 2026 destined for a new model of benefit for low-income families in purchasing kitchen gas.
According to a source involved in the drafting, the budget forecast is already set, despite uncertainties regarding the format.
The amount represents a 39% increase compared to the R$ 3.6 billion allocated this year to the current Gas Aid.

Transition Underway
The proposal has been under discussion for months in the Planalto and should be formalized through a Provisional Measure (MP).
The Executive’s expectation is to send the text to Congress in September. Technicians state that implementation should occur in 2025, replacing the current model.
The Minister of Mines and Energy, Alexandre Silveira, confirmed on Friday (22) that President Luiz Inácio Lula da Silva approved the creation of the program, which does not yet have an official name.
Among the options under consideration are “Gas for All” or “People’s Gas.”
Expansion of Reach
According to Silveira, the new benefit will cover 17 million families, which represents about 50 million people. Currently, only 5.6 million receive the Gas Aid. “We will have an additional 11.4 million families receiving a gas cylinder for free,” highlighted the minister.
The proposal stipulates that each family will be entitled to the free withdrawal of a 13 kg gas cylinder at accredited resale points.
The government will set a Regional Reference Price, calculated based on the local average or median.
New Transfer Format
Under the current model, created in 2021 during Jair Bolsonaro’s government, the aid is paid bimonthly in cash. More than 5.13 million families received R$ 108 in August, equivalent to the average price of a 13 kg cylinder, according to data from ANP.
Payments follow the Bolsa Família calendar, staggered according to the NIS number. Just in August, the Ministry of Social Development disbursed R$ 554.37 million.
In the new design, the free provision will be limited to one cylinder per family. If the purchase is made for an amount less than the established ceiling, the difference will be credited to the beneficiary.
The measure aims to prevent diversion of purpose and ensure that the benefit is used exclusively for the purchase of gas.
Political Approval
President Lula has mentioned the program again in recent speeches. In Sorocaba (SP), last Wednesday (21), he stated that the government will send a law to Congress to enable the free distribution of kitchen gas.
“Yesterday I approved sending to the National Congress a law that will distribute kitchen gas for free to millions of families,” Lula said.
Next Steps
The sending of the MP is expected in the coming days, after the president’s final decision. The government bets that approval will be quick as the measure expands the reach of the social benefit.
The economic team emphasizes that all funding is already guaranteed in the budget.
If confirmed, the new program will mark a significant change in relation to the Gas Aid for Brazilians.
The expectation is for greater coverage and security for families in vulnerable situations, with direct distribution of the cylinder throughout the country.

Naquela época, o programa pagava R$ 15,00 a cada dois meses para famílias com renda de até meio salário-mínimo.
Posteriormente, em 2003, o Auxílio-Gás foi um dos benefícios incorporados ao recém-criado Bolsa Família.
Mais recentemente, o benefício foi reeditado em novembro de 2021, durante o governo de Jair Bolsonaro, por meio da Lei nº 14.237. Essa nova versão foi criada em meio à crise provocada pela pandemia de COVID-19 para diminuir o impacto do preço do gás no orçamento das famílias de baixa renda. O valor do benefício passou a corresponder a um percentual da média do preço nacional do botijão de 13 kg.
Atualmente, o governo federal planeja substituir o Auxílio Gás por um novo modelo, que poderá se chamar “Gás para Todos” ou “Gás do Povo”, com a intenção de ampliar o número de famílias atendidas. A expectativa é que a implementação do novo programa comece ainda em 2025.
