The National Agency of Petroleum, Natural Gas and Biofuels Partially Authorized the Operation of the Manguinhos Refinery After Verification of Technical Adjustments and Compliance with Regulatory Requirements
The Manguinhos Refinery, located in Rio de Janeiro, received partial authorization from the National Agency of Petroleum, Natural Gas and Biofuels (ANP) last Saturday, October 25, to resume part of its operations, according to a report published.
The decision came after the company demonstrated compliance with 10 of the 11 conditions outlined during the inspection conducted on September 25 and 26.
The measure allows Refit to resume operations in essential areas such as handling, storage, shipment, and loading of fuels, in addition to enabling the commercialization of stored products and inputs, whether owned or third-party.

Partial Authorization from ANP and Technical Adjustments in Fuel Production
According to the ANP, the partial desinterdiction of the Manguinhos Refinery was approved after a technical analysis of the documents presented by the company.
The released facilities cover the storage and logistics areas for shipment, which are essential for the regional supply of fuels.
However, the distillation tower of the refinery remains prohibited until the company demonstrates the operational need for the use of the distillation columns in the formulation of gasoline based on imported inputs.
The measure reinforces the Agency’s commitment to operational safety and regulatory compliance in the energy sector.
Industrial Safety Inspection and Compliance with Regulatory Requirements
During the audit in September, the ANP identified 11 technical conditions that needed to be met for the return of Refit’s activities.
According to the agency, 10 items were fully complied with, including structural adjustments in storage areas, updates to environmental protocols, and improvements to operational control systems.
The outstanding item concerns the justification for using the distillation towers for gasoline production, a crucial step to ensure transparency and technical safety.
Until this verification is presented, the Manguinhos Refinery will continue to operate without using this structure, in accordance with applicable regulations.
Administrative Procedures of Refit and Next Steps Before the ANP
Refit has filed an administrative appeal to request a review of the decision and the complete release of the facilities.
The request will be analyzed by the Collegiate Board of the ANP, responsible for second-instance deliberation.
Until then, the Manguinhos Refinery is authorized to formulate fuels, handle, and market products under strict regulatory control.
The sanctioning administrative process referring to the infraction notice will continue to proceed, respecting the right to be heard and ample defense.
With the partial release, the refinery returns to contribute to the logistical and energy chain of the state of Rio de Janeiro, impacting the regional market of petroleum derivatives.
The gradual resumption demonstrates the alignment between Refit and the ANP’s requirements, reinforcing the importance of adhering to technical and environmental standards in the fuel industry.
The progress also highlights the relevance of the Manguinhos Refinery as a strategic agent in national distribution, even amidst the temporary restrictions imposed.
