Alto Tietê Road Complex gathers new ramps, bridges, and viaducts to expand the connection between cities in the region and the East Ring Road, with expected impacts on traffic, logistics, and the daily commute of thousands of drivers.
The Alto Tietê Road Complex is advancing in the Metropolitan Region of São Paulo with a planned investment of R$ 1.2 billion to enhance the connection between municipalities such as Suzano, Poá, and Itaquaquecetuba and the East Section of the Mário Covas Ring Road, SP-021.
The intervention plans new access ramps, viaducts, bridges, service roads, and adjustments to municipal roads, with a stated goal of reducing bottlenecks and shortening some commutes in Alto Tietê by up to 30 minutes.
Responsible for the East Section of the Ring Road, the concessionaire SPMar is conducting the works and reported that the project is part of a set of interventions planned to improve regional access to the highway.

Direct connection with the East Ring Road
The project was structured to create a more direct connection between the urban road system of Alto Tietê and the Ring Road, especially at the accesses located in the municipalities of Poá and Suzano.
Currently, some drivers in the region use longer routes on local roads before reaching the highway, which increases travel time at certain hours.
With the new interventions, the flow of entry and exit from the Ring Road is expected to be distributed through wider and more direct accesses, according to information released by the state government and the concessionaire.
The forecast presented for the work considers improvements in the circulation of residents and the movement of goods passing through Alto Tietê, a region that integrates logistical routes of Greater São Paulo.
Besides the expected time savings, the project aims to reorganize points of heavy traffic near neighborhoods, municipal avenues, and highways used for travel between cities in the region.
According to SP Agency, the complex could benefit about 1.6 million residents of Alto Tietê, considering the direct and indirect influence area of the road interventions.
New ramps, viaducts, and bridges in Alto Tietê
The project includes six new access ramps between Poá, Suzano, and the East Section of the Ring Road, in addition to 12 viaducts and bridges totaling approximately 4.23 kilometers in length.
Part of these structures will be over areas near the floodplain of the Tietê River, which requires specific engineering solutions to enable the implementation of the accesses and elevated sections.
The construction of a parallel service road to the outer lane of the Rodoanel is also planned, a measure designed to increase circulation capacity around the highway.
With this configuration, local traffic should be separated from some of the longer journeys, according to the proposal presented for the road complex.
In Suzano, the interventions involve new ramps between the Henrique Eroles Highway and the Rodoanel, in addition to accesses via Avenida Brasil, one of the roads that will receive adjustments around the construction site.
The municipality will also have road adjustments to absorb the volume of vehicles that will start entering and exiting SP-021 through these new connection points.
In Poá, the plan includes two access viaducts to Alto Tietê and changes to the city’s entrance roundabout, an area used by drivers for local and regional travel.
One of the viaducts will be about 900 meters over the Rodoanel, while another, approximately 850 meters, will be on the side of the inner lane, according to data released about the project.
Construction Deadline and Expected Traffic
The forecast for the completion of the complex is up to 24 months, with the possibility of partial deliveries as the construction phases are completed.
According to SPMar, the implementation occurs in phases and follows the progress of the work fronts opened in the sections of Poá, Suzano, and areas near the Rodoanel.
The traffic estimates disclosed vary according to the public source consulted, requiring differentiation between the numbers presented by municipal bodies and journalistic publications.
The Suzano City Hall cited a projection of 24,000 vehicles per day, while recent journalistic publications mention about 20,000 daily vehicles for the new structure.
In addition to Suzano and Poá, the road reorganization could reach movements in Itaquaquecetuba, Ferraz de Vasconcelos, Mogi das Cruzes, Arujá, Santa Isabel, and Guararema.
These municipalities use regional connections for access to highways, industrial hubs, commercial areas, and public services, which broadens the reach of the changes planned in the road system.
In freight transport, Alto Tietê serves as a link between the São Paulo capital, the Paraíba Valley, Guarulhos International Airport, and other regions of the state.
The more direct connection to the Rodoanel could reduce the need for detours through urban roads, according to the purpose presented for the complex in the information released by the concessionaire.
Progress of the Alto Tietê Road Complex Works
In April 2026, SPMar reported that the works had reached 60% of the production of precast beams and more than 12 thousand meters of executed piles.
The report was released by the concessionaire as part of the monitoring of the complex’s schedule, which involves elevated structures, road accesses, and interventions in municipal roads.
These numbers indicate the preparation stage of the structures that will support viaducts, bridges, and elevated sections planned in the Alto Tietê Road Complex project.
As part of the work passes through floodplain areas, the use of deep foundations and precast pieces integrates the execution of the accesses and transposition structures.
The work fronts occur simultaneously in Poá and Suzano, with interventions that require temporary reorganization of local traffic at points close to the works.
To guide drivers, the concessionaire maintains information on circulation changes, detours, blockages, and direction changes related to the project’s progress.
Jobs and revenue in the municipalities
SPMar estimates that the project will generate about 3 thousand direct and indirect jobs during execution, considering positions related to the works and activities associated with the project.
The projection includes workers from civil works, support services, material supply, transportation, engineering, and other functions necessary for the implementation of the road complex.
An estimate of approximately R$ 25 million in municipal taxes was also disclosed throughout the project, a value related to the execution of interventions in the involved municipalities.
The revenue is expected to benefit cities directly linked to the works, especially those that will receive physical structures, road adjustments, and work fronts in their territories.
According to SPMar, the complex was planned to improve the connection between neighborhoods, municipalities, and highways, with impacts on cargo transportation and the daily commutes of the population.
The concessionaire states that the work aims to reduce congestion and enhance road safety, objectives presented as part of the justification for the implementation of new accesses.
Government highlights the role of the work in regional mobility
During an inspection carried out on January 15, 2026, Governor Tarcísio de Freitas stated that the intervention in the Eastern Section of the Rodoanel should improve the entry and exit of the highway.
In the same agenda, the state government associated the complex with the reduction of bottlenecks in the cities of Alto Tietê and the increase of fluidity in the regional accesses to the Rodoanel.
The statement occurred in the context of the progress of the works, after the disclosure that the complex would expand regional accesses and reorganize part of the traffic around SP-021.
Integrated into the concession operated by SPMar, the project is part of the metropolitan road mobility system and involves interventions in areas of local and intermunicipal circulation.
With the new configuration, drivers traveling between municipalities of Alto Tietê and the Rodoanel should have more direct alternatives to access SP-021.
This change may reduce the pressure on urban routes currently used as connecting paths between neighborhoods, central areas, highways, and neighboring municipalities.
In the accesses of Suzano and Poá, the construction is also expected to alter the traffic dynamics in points where local circulation mixes with intermunicipal travel.
For this reason, the interventions include not only ramps and viaducts but also adjustments in avenues, roundabouts, and entry points near the Rodoanel.
The reduction of up to 30 minutes in travel time will depend on the origin, destination, time, and traffic conditions, according to the variables that affect daily commutes.
Even with these differences, the anticipated time savings remain among the main data released by the state government and the concessionaire about the Alto Tietê Road Complex.
