Senator Laércio Oliveira Plans Measures Against Decisions of Petrobras in the Natural Gas Market

Senator Laércio Oliveira announced his intention to take regulatory agencies to task regarding the actions of Petrobras in the Natural Gas market.

The parliamentarian is questioning the chartering of the regasification vessel Sequoia for 10 years for the Petrobras LNG terminal in Bahia, in addition to the possible delay in production from the Natural Gas fields in deep waters off Sergipe.

The senator will bring the complaints to the floor of the Federal Senate next week, so they can be formally forwarded to the Federal Court of Accounts (TCU). This agency acts as an assistant to the Federal Legislature.

The senator is questioning the ANP regarding compliance with the concession contract for the fields in deep waters of Sergipe, which are potential large producers of Natural Gas. He demands clarifications on this matter.

Recently, it was requested that the Administrative Council for Economic Defense (Cade) investigate whether Petrobras has any interest in delaying the projects scheduled for 2027-2028, possibly aiming for higher prices of Natural Gas.

Petrobras vehemently denied any delay in the projects known as SEAP 1 and 2 and stated that the information regarding this is false.

For approximately three years now, the company has faced difficulties in contracting production units (FPSOs). In October, the state-owned company extended the proposal submission deadline to January 14 for the two chartering tenders for the projects.

The oil price drop has been a relevant factor in this scenario. According to Reuters, Brent closed down 1.6% at US$ 81.18 per barrel, while WTI fell 2% to US$ 76.66.

Increase in Crude Oil Stocks and New Drilling Project in Alaska

Last week, US crude oil stocks increased by 3.6 million barrels, reaching a total of 421.9 million barrels, surprising analysts who expected lower numbers.

Meanwhile, crude oil production in the U.S. remained at a record of 13.2 million barrels per day, matching the level reached in October.

The oil company ConocoPhilips obtained authorization to proceed with the drilling project Willow in Alaska, despite environmental criticism and controversies surrounding the venture. The project is estimated to have the capacity to produce 180,000 barrels per day and a projected investment of US$ 8 billion.

Defects in the wind turbines have already affected parks in Brazil and have resulted in negative impacts for the company.

The need to renew concessions is creating pressure for stricter rules for energy distributors, as stated by the president of the Brazilian Association of Electric Energy Distributors (Abradee) during Sendi 2023 in Vitória (ES).

Impact of Heat on Electricity

It is undeniable that heat has a significant impact on the demand and supply of electricity. Whenever an extreme weather event occurs, such as heatwaves, the resulting turmoil has direct influences on the energy sector.

The increase in heat can lead to a rise in the cost of electricity, as it is predicted that additional thermal plants will need to be activated to meet growing demand. The need to activate these thermal plants may increase the cost of generating electricity and ultimately impact tariffs for consumers directly.

A recent study indicated that projections show the world is heading towards a temperature increase of 2.8°C. This could have significant consequences for the climate and the environment, directly affecting the lives of billions of people worldwide. Urgent and effective measures may be needed to avoid catastrophic impacts.
