Municipal inspection identified early preparation of the product, opened an administrative process, and reinforced transparency rules in the sale of ground meat

A wholesale supermarket in Feira de Santana, in the interior of Bahia, was fined by Procon on Tuesday, June 9, 2026, after inspectors caught meat being ground at night for sale the next day. The establishment is located on Avenida Eduardo Fróes da Mota, and the inspection occurred after complaints made by consumers. The Municipal Superintendence of Consumer Protection and Defense reported that the practice violates Municipal Law No. 366/2021, known as the Ground Meat Law. The regulation requires that the product be prepared at the time of purchase, in front of the consumer, to ensure more transparency in commercialization.

Inspection reveals non-compliance with the Ground Meat Law

The inspection carried out at night identified that the meat was ground before sale, which goes against the municipal rule in force. According to the legislation, grinding must occur in the presence of the customer so that they can observe the preparation and confirm the type of meat purchased. This procedure also allows observing the food conditions and verifying if the product matches the order made at the counter. The measure, therefore, seeks to protect the consumer and reduce doubts about the origin and composition of the ground meat sold in the municipality.

Municipal rules define how meat should be sold

Municipal Law No. 366/2021 establishes that supermarkets, butcher shops, and similar establishments cannot sell ground meat prepared in advance. The legislation also prohibits the mixing of meats, scraping of bones, and charging additional fees for the grinding service. These rules were created to ensure that the consumer can observe the preparation of the food and identify the chosen cut. Thus, the sale should occur with more clarity, especially for a product that undergoes processing before reaching the packaging.

Administrative process was opened after the incident

After the finding, Procon issued the notice and opened an administrative process against the wholesale supermarket. According to Superintendent Maurício Carvalho, the requirement for grinding in the presence of the consumer exists to allow the identification of the type of meat, the evaluation of storage conditions, and the verification of the food’s origin. The agency reported that the fine was applied because the practice found by the inspectors was not in accordance with municipal law. Thus, the case will follow the administrative procedures provided by Procon.

Complaints helped guide the inspection action

The complaints submitted by consumers were fundamental for the inspection to reach the establishment located on Avenida Eduardo Fróes da Mota. Procon’s action shows how reports made by the population can help identify irregular practices in the food trade. The inspection also reinforces the need for attention during the purchase of ground meat, as preparation at the time of sale is a guarantee provided by municipal law. The case reinforces that monitoring depends both on the actions of public agencies and the participation of consumers.
