While Brazilian state Detrans took an average of nine months to issue the first CNH even after passing theoretical and practical exams, the federal government released in January 2026 the new CNH do Brasil app, developed by Serpro in partnership with the National Traffic Secretariat, which reduced the average time to just two months thanks to mandatory facial biometrics with Liveness Check, direct integration with the Federal Revenue, and theoretical exam taken by the candidate’s own cell phone. According to data from the Ministry of Transport and the Social Communication Secretariat, more than ten thousand Brazilians graduated through the app in just two months of operation, marking the beginning of the largest modernization of the licensing system since the creation of the Brazilian Traffic Code in 1997.

The CNH do Brasil app is available for free download on Google Play and the App Store and requires login via gov.br account gold or silver level to start any process. The centralized entry allows the entire journey of first licensing, from opening the process to final issuance of the digital document, to occur within a single operational environment, without the need for in-person attendance at Detran except for mandatory practical stages.

The new system also definitively replaces the Digital Traffic Wallet app, which had been used since 2018 only for consultation of the already issued license. The unification places Brazil among the first countries in the world to offer the entire licensing cycle within a single official mobile platform linked to Renach, the National Register of Licensed Drivers.

How mandatory facial biometrics transformed the most fraud-prone stage of the system

Facial biometrics became a mandatory requirement starting from the new digital journey, with a Liveness Check system that confirms if the person registering is the same as the civil identity document. The candidate is entitled to ten attempts to validate the face, and in case of failure, must choose between validation by digital certificate or in-person attendance at a Detran unit in their state.

According to data from the Serpro Services Portal, the biometrics stage replaces the manual recognition previously done by a Detran public servant, which was pointed out by Federal Police reports as a critical point of fraud involving irregular dispatchers and gangs specialized in document forgery.

Researchers discovered that the more stages of the licensing process migrate to the app, the less margin there is for documentary irregularities previously ignored by the system. The automatic cross-referencing with Federal Revenue, Federal Police, and state Detrans databases blocks in real-time registrations with CPF inconsistencies, incompatible previous biometric records, or pending criminal history.

The leap from nine months to two months that changed the Brazilian queue

The historical average time of nine months to obtain the first CNH, according to surveys by the Ministry of Transport itself, was the result of bottlenecks spread throughout the journey: manual scheduling of psychological exams, delay in document verification by state Detran, waiting for a spot in an accredited driving school, and rescheduling of practical exam in case of failure.

With the CNH do Brasil app, stages that previously depended on physical protocols began to process in real-time between state Detran, federal Senatran, and authorized driving schools. Progress tracking appears within the app itself, with a visual panel indicating completed theoretical course, validated biometric collection, approved medical and psychological exams, theoretical test taken, and practical test scheduled.

According to data published by CNN Brazil in May 2026, the adoption leap was immediate. More than ten thousand new drivers graduated through the digital route in just two months of operation, a number that tends to multiply as states still in the integration phase complete technical adjustments with Serpro.

Which states are already operating integrated with the digital Renach

Integration with state Detrans occurs by staggered adhesion, with São Paulo, Minas Gerais, Rio Grande do Sul, Paraná, and the Federal District leading the first wave of full operation. States like Ceará, Pernambuco, Bahia, Goiás, and Santa Catarina entered the second phase, with the expectation of complete operation by the end of the first half of 2026.

The remaining 12 states are in the final phase of technical testing, with an adhesion schedule estimated for the second half. Senatran promises full national coverage by December 2026, with the expectation of gradually eliminating the need for physical attendance at Detran for any stage that does not involve the practical driving test.

On the other hand, the transition still faces resistance from dispatcher associations, which see their traditional revenues threatened by process automation. In some capitals, offices of dispatchers specialized in CNH reported a 30% drop in monthly revenue since February, according to sector associations.

What changes for those who already have an active CNH and need to renew

For drivers who already have an active CNH, renewal has also become predominantly done through the CNH do Brasil app. The process requires updated facial biometrics, a medical exam at an accredited clinic via scheduling within the app itself, and payment of the renewal fee via Pix or card directly on the platform.

The renewed document is generated in digital format with a verifiable QR Code and national validity recognized by Detrans, Federal Highway Police, and municipal traffic agencies. The physical version in polycarbonate remains available upon extra request, with an average delivery time of 15 business days by mail throughout the national territory.

How to avoid problems when doing facial biometrics by cell phone

Digital security specialists consulted by sector publications recommend some practical precautions to avoid the main biometric validation errors recorded in the first months of the app’s operation:

  • perform the capture in a well-lit environment, preferably with diffuse natural light;
  • remove accessories such as sunglasses, masks, hats, or hair covering the face;
  • keep the cell phone steady and at eye level throughout the capture, without tilting;
  • follow the movements requested by the Liveness Check system, such as turning the head or blinking;
  • check if the app is updated to the latest version available in the official store.

In cases of repeated biometric failure, the candidate can opt for a digital certificate for individuals, issued by certifying authorities accredited by ICP-Brasil. This second option has an average cost between 150 and 250 reais and a minimum validity of one year, allowing complete completion of the digital journey without exclusive dependence on facial recognition.

The next step: integration with DPVAT insurance and vehicle licensing

Senatran is working in parallel with Susep, the federal agency responsible for the Brazilian insurance market, to integrate in the same app the payment of DPVAT insurance, the annual vehicle licensing, and the consultation of points on the license. The official forecast is that these additional services will be operational in the second half of 2026, transforming the CNH do Brasil into a complete vehicle and document management platform.

According to the Ministry of Transport itself, the declared goal is to replicate in the traffic segment the model already consolidated by the Federal Revenue with the Meu Imposto de Renda app. The goal is for Brazilian citizens to be able, in the near future, to resolve all their obligations with the national traffic system without having to physically step into any public counter.
