How the calculation is made
The calculation considers inflation measured by the INPC, the National Consumer Price Index, added to the growth of the Gross Domestic Product.
For 2027, the estimate takes into account inflation close to 3% to 3.7% and economic expansion within the limits defined by the new fiscal framework.
This model resumes the logic adopted between 2006 and 2019, with real gains for workers, but under more restrictive rules.
According to current fiscal rules, the adjustment above inflation should be between 0.6% and 2.5% per year.
Projections until 2030
The government’s own estimates indicate new advances for the minimum wage in the following years.
The forecast is R$ 1,812 in 2028, R$ 1,913 in 2029, and around R$ 2,020 in 2030, when the floor may exceed the R$ 2 thousand mark for the first time.
Even so, the values are still preliminary and may change according to inflation variation and economic performance in the coming years.
Minimum wage: Effect on the budget
The minimum wage serves as a reference for retirements, pensions, and social programs, which amplifies the effect of any adjustment on the federal budget.
Therefore, the definition of the new value also weighs on fiscal targets and the economic parameters used to prepare the budget.
The PLDO for 2027 foresees a primary surplus of 0.5% of GDP, equivalent to R$ 73.2 billion, signaling the government’s intention to balance public accounts while maintaining the appreciation of the floor.
The proposal integrates the set of guidelines that guide the preparation of the budget and organizes estimates for the following years.
Next steps in Congress
The proposal will still be analyzed by the National Congress before final approval.
The final value of the minimum wage for 2027 will depend on the confirmation of economic indices, especially the accumulated inflation until the end of 2026.
