Small town in inland Queensland offers financial incentive to homeowners who build houses, but the program has specific rules, requires minimum residency, and does not work as a free payment for those who just decide to move to the Australian outback.

Quilpie, a small town in the state of Queensland, Australia, is mentioned in a municipal program that offers up to 20,000 Australian dollars to homeowners who build a new house on eligible land within the shire.

Created by the Quilpie Shire Council, the initiative seeks to increase the housing supply in a remote region of the Australian outback, with payment conditional on compliance with construction, occupancy, and documentation rules.

The benefit is part of the Home Owner Grant, an official policy aimed at encouraging the construction of permanent residences in the urban areas of Quilpie, Adavale, Eromanga, Toompine, and Cheepie.

According to the council’s rules, the amount is paid per property, not per person, and can be used to offset expenses associated with the construction or installation of an eligible house.

Small town tries to attract new residents

Located about 1,000 kilometers west of Brisbane, Quilpie is described by the local government as the main business center of the shire.

The town serves smaller surrounding communities, such as Eromanga, Adavale, Toompine, and Cheepie, in an area characterized by long road distances and low population density.

According to the official guide of the Quilpie Shire Council, the shire has a population of 774 people, while the urban area of Quilpie has 595 inhabitants.

Although it is far from major centers, the town has two supermarkets, a butcher, a bakery, a newsstand, shops, a hospital, a medical center, a pharmacy, schools, and sports facilities.

The municipal document also states that REX Airlines operates flights twice a week to Brisbane and Mount Isa.

In a region where land travel is long, air connection is one of the data presented by the council to describe the available infrastructure in the municipality.

How the incentive of up to 20,000 dollars works

The program does not provide free payment to anyone who decides to move to Quilpie.

According to municipal policy, the grant functions as financial support for those who build a new home, valued at less than 750,000 Australian dollars, within areas classified as townships in local planning.

The calculation rule is also defined in the council’s official document.

For new houses, the benefit corresponds to 10% of the residence’s value, with a limit of 20,000 Australian dollars.

The council itself presents as an example a house worth 200,000 Australian dollars, a situation in which the owner would reach the incentive cap provided in the policy.

The dwelling needs to be classified as Class 1a, a category provided in the Building Code of Australia for residences, and have a total area greater than 100 square meters.

The rules also stipulate that the house has never been occupied or sold before as a residence, except in cases of properties transferred and renovated according to the program’s criteria.

Rules limit who can receive the grant

To receive the benefit, the owner must live in the property for at least the first six months.

The official guide also establishes that the applicant must be an Australian citizen or permanent resident, which restricts direct access for foreigners without this migration status.

In the application form, the Quilpie Shire Council states that companies and trusts cannot be applicants, as the program requires individuals.

The same document stipulates that applications will not be considered if the value of the house, including the land, exceeds 750,000 Australian dollars.

The policy also allows the benefit for houses transferred from another location, provided they are installed on vacant land and undergo substantial renovation.

In this modality, the grant value follows the 10% rule but is calculated based on market valuation or bank appraisal conducted within the stipulated period after moving into the property.

The relocated property cannot come from within the same townships or from another township in the Quilpie Shire.

This requirement was included in the policy to prevent the program from merely relocating existing homes within the region itself, without expanding the available housing stock in the municipality.

Program targets permanent housing, not temporary relocation

The proposal gained attention for combining financial incentive, a small town, and a location in the Australian outback.

However, the program’s mechanics are more specific than the idea of a town simply paying for new residents to move in.

According to the Quilpie Shire Council, the objective of the Home Owner Grant is to increase the supply of housing in the urban areas of the shire.

The municipal policy states that the incentive aims to support property owners and complement, without replacing, programs offered by other levels of government to home buyers.

The payment, therefore, is linked to the creation of permanent housing, and not just a temporary change of address.

By requiring construction, minimum occupancy, and proof of property value, the council directs the benefit to owners who meet the formal conditions defined by the program.

Interest in Quilpie grew after launch

The Home Owner Grant was adopted by the Quilpie Shire Council in June 2021, when the maximum value provided was lower.

In the official 2023 version, the policy already indicated the cap of 20,000 Australian dollars, with application in the urban areas of the shire and rules for new or transferred houses.

The Australian public broadcaster ABC reported in October 2021 that the launch of the program had generated more than 215 inquiries in ten days, including from interested parties outside Australia.

At that time, the benefit was presented as a reimbursement of up to 12,500 Australian dollars for builders who lived in the property for six months.

Subsequent documents from the Quilpie Shire Council recorded that the policy received worldwide interest and totaled more than 600 inquiries in the first month.

The municipal agenda of June 2024 also reported that the first Home Owner Grant was granted at the end of 2023.

The program is part of a context of small municipalities seeking to expand housing supply and attract population to less populated areas.

In the case of Quilpie, the incentive is linked to the construction of houses and the minimum permanence of beneficiaries, rather than functioning solely as a promotional campaign for the municipality.

For those interested from outside Australia, the eligibility conditions are a central point of the policy.

The incentive exists, the maximum value is defined, and the rules are public; nevertheless, access depends on eligible residency, documentation, immigration status, and personal investment in a region distant from the main Australian urban corridors.
