Civic-Military Schools Program Will Be Implemented in 100 Units of the State Network of São Paulo, Benefiting Approximately 50 Thousand Students Starting from the Second Semester.

The São Paulo State Department of Education (Seduc-SP) confirmed the implementation of the Civic-Military Schools (ECM) Program in 100 units of the state network starting from the second semester of this year. The official list was published this Tuesday (29).

The decision came after three rounds of public consultation held in 302 school communities.

The goal was to hear parents, guardians, students, teachers, and other professionals to ensure the transparency of the adherence process. The forecast is that approximately 50 thousand students will benefit from the initiative.

Public Consultations and Adherence

During the consultation process, parents or guardians of students under 16 years of age and the students themselves aged 16 or older had the right to vote.

If a student aged 16 or older did not vote, a family member could exercise that right. Teachers and other school staff also participated.

The model was only approved in units that reached the minimum quorum: 50% plus one of the valid votes.

Each participant voted only once in each round. If a school did not reach the quorum, a new round was opened, limited to those who had not voted previously.

A total of more than 106 thousand votes were registered, with 87% in favor of implementing the program. Three schools approved the model with 100% of valid votes.

Selection Process of the Schools

Initially, 132 schools managed to approve adherence to the program. In the first voting round, held in March, 70 units expressed support.

In April, another 35 joined. In the third and final round, 27 more approved the new model. Four communities rejected the proposal, and 166 did not reach the minimum quorum.

As the number of adhesions exceeded the target of 100 schools planned for 2025, Seduc-SP used selection criteria.

Among them, ensuring at least one unit per municipality, considering the São Paulo Social Vulnerability Index (IPVS), and performance in the São Paulo State Education Development Index (IDESP).

Implementation and Curriculum

The selected schools are distributed across 89 municipalities in the state, covering the capital, metropolitan area, coastline, and interior.

Of these cities, 80 have a Human Development Index (HDI) below the state average, and 37 are below the national average. The units belong to 60 Education Departments, which represents 65% of the total network.

The adopted curriculum will be the São Paulo Curriculum, already implemented by the state network. The selection of monitors will be conducted by the Education Department itself, with the support of the Public Security Department.

The latter will be responsible for issuing information regarding the conduct and possible processes involving candidates.
