Billions in royalties have financed cutting-edge social programs, but have also generated a dangerous economic dependence and complex management challenges. From Bedroom Community To Oil Power In Rio de Janeiro
Before the oil era, Maricá’s economy was not very dynamic. Many of its residents worked in neighboring cities, characterizing it as a “bedroom community.” The arrival of royalties from the pre-salt exploration, especially from the Lula Field, completely changed this reality.
The city located in Rio de Janeiro became the largest recipient of oil royalties in Brazil, experiencing a true “fiscal tsunami.” The numbers are impressive. By May 2025, the city had already received R$1.68 billion. The projection from the National Petroleum Agency (ANP) estimates that Maricá will receive over R$18.8 billion by 2029. These resources feed the municipal budget, finance works, and supply the Sovereign Fund of Maricá, which has already surpassed the mark of R$2 billion.

With the coffers full, the Maricá City Hall in Rio de Janeiro implemented social programs that redefined local life. Two of them stand out as national references. The Mumbuca Social Currency operates as a Citizen Basic Income (CBI) program that benefits over 40,000 families.
A study from the Federal Fluminense University (UFF) pointed out that Mumbuca increased income and consumption, improved health and education indicators, and stimulated the local economy, boosting formal employment.
Another successful initiative is the Zero Fare program, implemented in 2014. It offers totally free public transportation for the population. The fleet of buses has been expanded to over 155 vehicles, transporting millions of passengers. The program reduced costs for businesses and families, decreased congestion, and increased citizens’ access to health and education services throughout the municipality.
Maricá – Rio de Janeiro: Management Challenges And Oil Dependence
The wealth brought enormous challenges. Maricá saw its population grow by 54.87% between 2010 and 2022, creating significant pressure on urban infrastructure. Although the cost of living is lower than in the capital, Rio de Janeiro, the internal real estate appreciation is already a reality, creating a “growth paradox.”
The biggest challenge, however, is fiscal vulnerability. In 2019, 71.5% of Maricá’s revenue came from oil rents. Only 6.6% are raised through its own taxes. This dependence is a risk, as oil revenues are finite, with estimates of decline starting in 2036. Another critical point is basic sanitation, with the city hall racing against time to expand the sewage treatment network and access to water.
