Aneel Authorizes Casa dos Ventos to Start Operations of New Wind and Solar Parks in the Northeast, Expanding Renewable Energy Supply and Accelerating the Electrical Transition in the Country

On November 25, 2025, Aneel authorized Casa dos Ventos to start operations of new renewable energy projects in the Northeast. Highlights include the photovoltaic plant Fótons de Santa Larissa 4, with a capacity of 50 MW, in Bahia, and units from the wind complex Ventos de São Rafael, in Rio Grande do Norte. This decision strengthens the Brazilian energy matrix and marks a step forward in the energy transition.

Aneel Authorizes Casa dos Ventos to Operate in the Northeast

The National Electric Energy Agency (Aneel) authorized Casa dos Ventos to start operational tests of the photovoltaic plant Fótons de Santa Larissa 4, with an installed capacity of 50 MW, located in the municipalities of Morro do Chapéu and Várzea Nova in Bahia. The dispatch was published in the edition of the Official Gazette of the Union (DOU) on Tuesday, November 25.

In addition, the company received approval to begin tests of UG1 of the Wind Farm Ventos de São Rafael 6, with 4.5 MW, located in Lajes Pintadas and São Tomé, in Rio Grande do Norte, and UG12 of the Wind Farm Ventos de São Rafael 9, also 4.5 MW, in São Tomé.

Regarding commercial operation, Aneel authorized the 33 generating units of UFV Mauriti 9, which total 9.8 MW of power. This project, owned by PowerChina, is located in the municipality of Milagres, in Ceará.

Last week, the National Secretariat for Energy Transition and Planning of the Ministry of Mines and Energy (MME) defined the amount of physical guarantee for the solar plants of the Mauriti Complex. For Mauriti 9, the value was set at 3.1 MW average.

Wind and Solar Parks in the Northeast

The Northeast is currently the largest hub for renewable energy in Brazil. The region accounts for about 90% of the installed capacity of wind energy and has been rapidly growing in solar generation.

The factors explaining this leadership include:

  • High solar incidence throughout the year.
  • Constant and intense winds, ideal for wind turbines.
  • Expansion of transmission infrastructure, connecting parks to the National Interconnected System.

The Northeast consolidates itself as a protagonist in the Brazilian energy transition. According to the Energy Research Company (EPE), more than 83% of the Brazilian electric matrix is already made up of renewable sources. With the new projects from Casa dos Ventos, this participation is expected to grow even further.

Other Companies Also Receive Authorization from Aneel

Kroma Energy Trading received authorization to begin tests of the photovoltaic plant UFV Acomais, with a capacity of 0.42 MW, located in Jaboatão dos Guararapes, Pernambuco.

The commercial operation of UFV Elimari Regio I, with 0.3 MW, from Merx Energia, located in Rio Grande do Norte, was also authorized by Aneel, along with tests of UFV Ferreira Costa Paralela, with 0.6 MW, from Trifase Energia, installed in Bahia.

Additionally, the company Produção de Peças Ltda (Usipart) received approval to start tests of UFV Usipart, with a power of 0.15 MW, located in Xanxerê, in the state of Santa Catarina.
