Mataraca, a city in Paraíba located 120 km from João Pessoa, will soon receive a Deep Water Port and a planned, modern, and international city covering over 110 km². The investment of R$ 9 trillion will be made by a consortium from China, with experience in Dubai, Qatar, and Egypt.
Precisely located in the northeastern corner of the State of Paraíba, right on the border with Rio Grande do Norte, the city of Mataraca stands out for its welcoming population, which until the last census conducted by IBGE in 2020 was over 8,500 people. This municipality, despite its vast territorial area of 174 km², has a considerably small urbanized zone.
The local economy revolves around 225 million in terms of gross domestic product, with a significant emphasis on tourism, driven by its beaches and the exploration of minerals, among which titanium notably stands out. This precious mineral, highly sought after in the international market, is primarily extracted in the far northeastern part of the municipal territory, specifically at the Guaju mine.

This mining activity, initiated by the company Tibras in 1971, marked the beginning of mineral resource exploration in Mataraca, Paraíba, but since then, the municipality has seen few significant investments in this area. A game-changer occurred 3 years ago when representatives of the Brazilian CRT group originating from China began negotiations with the City Hall of Mataraca.
Benefits of the New Port in Mataraca
The goal is ambitious: to build a new port and promote the urban development of the city. In December 2023, the signing of a memorandum of understanding brought the promise of change closer to reality, gathering important figures such as politicians, investors from China, and the president of the Federation of Municipal Associations of Paraíba.
Construction in Paraíba is expected to begin soon, with a portion of the investment already released to kick off this project. The future port, which seeks inspiration from the offshore design of the Pem port, is expected to create a significant impact on local and regional employment, generating over 100,000 direct and indirect jobs during its construction.
This offshore model, an innovation in port infrastructure, is characterized by its location far from the coast, often being established over the sea waters. This feature allows large vessels to dock more easily, marking a significant advancement compared to the limitations found at the Port of Cabedelo.
Moreover, China’s choice to invest in an offshore port offers unprecedented flexibility in site selection, freeing the project from the typical geographical restrictions of coastal areas.

Building a port with these characteristics is no easy task. It requires advanced technical knowledge and the ability to overcome significant environmental and logistical challenges. However, the Chinese group responsible for the project in Mataraca, Paraíba, has already demonstrated its competence and vision for developing smart cities in globally renowned locations such as Dubai, Qatar, Singapore, and Egypt.
