CLI Has Just Become the Largest Independent Terminal Company in Brazil After Acquiring Two of the Largest Grain and Sugar Terminals at the Port of Santos, Previously Managed by Rumo Logistics.
After acquiring two grain and sugar terminals at the Port of Santos, located in the state of São Paulo, CLI, one of the four operators of the Maranhão Grains Terminal (Tegram), is now leading the ranking of independent terminal companies in Brazil. The transaction was completed last Friday, (07/15), with Rumo Logística, which managed the terminals until now, and is part of the company’s expansion plan in the national territory.
Rumo Sells Two of the Largest Grain and Sugar Terminals at the Port of Santos to CLI, Establishing It as the Largest Independent Company in This Segment
CLI, a port terminal logistics company controlled by the private equity manager IG4 Capital, is continuing its expansion plan in the Brazilian port sector and has just acquired two terminals at the Port of Santos from Rumo Logistics. Thus, the company advances in the national market and has become the largest independent terminal company in the country, ensuring its presence in the Brazilian port sector.
The transaction with the national logistics giant Rumo was recently announced and had a total value of R$ 1.4 billion for CLI’s acquisition of the grain and sugar terminals in the São Paulo complex. This deal involves 80% of T16 and T19, with the remaining share staying with Rumo, a company of the Cosan Group. In this way, CLI further expands its presence in the national market, increasing its lifting capacity from 4 million tons to 20 million.

With a length of 108 meters and a giant spoon shape, the FLIP was the only ship in the world capable of rotating 90 degrees in the ocean and remaining vertical, with 91 meters submerged, operating for 60 years until it was retired and sent to the scrapyard in 2023.
Additionally, IG4 Capital, the current controller of CLI, also ensures a strong presence in the terminal segment in the northern part of the country, as, although it currently holds only 25% of Tegram, the company already accounts for 35% of the total volume handled at the Maranhão terminal. Now, the company will use the two grain and sugar terminals at the Port of Santos, purchased from Rumo, to further enhance these good results in the national market.
CLI Continues Its Expansion Plan in Logistics Services at Brazilian Port Terminals and Will Use Rumo Acquisition to Contribute to Growth
In addition to acquiring Rumo’s grain terminals at the Port of Santos, CLI also aims to expand its presence in the port sector into new locations, with the next major focus being the southern region of the country. This is because the company had attempted to acquire the stake of Andrade Gutierrez in CCR and ended up bringing Macquarie Asset Management as a partner, which will invest R$ 500 million in CLI and will hold 50% of the company.
Thus, the co-founder and CEO of IG4 Capital, Paulo Mattos, commented on the relevance of Rumo’s terminals for the company’s business portfolio in the national territory and highlighted that “We are very confident in expanding CLI’s role as an infrastructure platform in the sector and participating in such robust and strategic management in partnership with Rumo, in the largest port complex in the country.”
Now, CLI will continue to invest its efforts and resources to maximize the business capacity at its terminals in the north of the country and at the Port of Santos, which holds great significance in the national port scenario and will ensure new directions for the logistics company.
