CNH Popular Program 2025 Opens Free Registration in Ceará and Promises to Expand Access to Driver Licensing for Low-Income Drivers with Slots Distributed Throughout the State.
The Government of Ceará opened, on this Thursday (6), 35,000 slots for the CNH Popular 2025 program, which offers free licensing in categories A (motorcycle) and B (car) for low-income residents.
Registrations started on the official Detran-CE website, with 29,650 slots available in the first phase.
The remaining slots will be released in phases, according to a schedule that will be announced later.

“There will be 35,000 slots. Today we launched a portion of these 35,000 slots, and next week there will be news,” the governor stated.
Who Can Participate
Residents of Ceará who are 18 years or older and registered in CadÚnico, the federal system that identifies low-income Brazilian families, can participate.
Detran recommends that registration data be updated before applying to avoid inconsistencies during the analysis.
Personal documents and proof of residence are required, following the criteria of regular licensing processes.
According to Superintendent Waldemir Catanho, the program aims to expand access to driver’s licenses and support income generation in the state.
“Meeting the prerequisites, the candidate can apply for the program that contributes to income generation,” the manager highlighted.
Distribution of Slots
Of the 29,650 initial slots, 25,000 are allocated for widespread competition throughout the state.
The remaining slots cater to specific audiences, according to the inclusion criteria set by the state government:
3,000 for undergraduate and technical education students (with active enrollment);
150 for deaf individuals (with medical documentation);
500 for indigenous peoples and 500 for quilombolas (with association certification);
500 for drivers wishing to include category D, provided they prove two years of experience in category B.
Although the title mentions categories C and E, Detran informed that this edition includes first licensing in categories A and B and the switch to D, according to regulations.
Training Stages
The licensing process follows the same stages required for other drivers.
After screening, the candidate undergoes medical and psychological evaluation, attends theoretical classes, participates in the theoretical exam, completes practical lessons, and concludes with the driving test.
Approved candidates in category A receive a helmet, provided by the state government.
All phases are free and conducted by accredited driving schools.
Detran emphasizes that scheduling must be done exclusively through official channels and warns about possible fraud attempts on unauthorized pages.
Expansion and Social Inclusion
The 2025 edition is noted by the state government as the most inclusive since the program’s inception.
The reservation of specific slots aims to address students, traditional peoples, deaf individuals, and professional drivers, expanding the social reach of the initiative.
Management representatives state that the program has a direct impact on mobility and access to formal employment, especially among those registered in CadÚnico.
Interactive Tool Assists Candidates
The Government of Ceará also launched the “CNH Popular Game”, a virtual tool created by the Innovation and Data Laboratory (Íris LabGov).
The game simulates all the stages of driver training and can be accessed at cnh-popular-game.vercel.app.
According to Luiza Pacheco, general coordinator of Íris, the application “replicates the complete training pathway, from registration to the practical exam, helping candidates understand what each phase requires”.
The game includes minigames about memory, signaling, and simulated driving, functioning on both computers and mobile phones.
Cautions and Deadlines
Detran warns that missing scheduling, enrollment in driving school, or attendance at exams may result in exclusion from the process.
Irregularities in CadÚnico may also prevent participation.
The agency informs that the complete schedule of upcoming phases will be gradually published, depending on the operational structure of driving schools in the 184 municipalities of Ceará.
Economic Impact and Opportunities
Public policy experts evaluate that free licensing programs contribute to productive inclusion and can expand opportunities for formal employment.
By eliminating costs related to fees, exams, and classes, the program facilitates access to the driver’s license, especially for self-employed workers and young people seeking their first job.

Registrations are made exclusively on the official Detran-CE website (detran.ce.gov.br).
The candidate must fill out the form with CPF, NIS number, personal details, and updated contacts.
The selection will be conducted according to the socioeconomic criteria recorded in CadÚnico and the rules of the announcement.
Results and invitations will be announced in batches, according to the operational capacity of accredited driving schools.
