Petrobras Sells Refineries, Pipelines, and Distribution, Leaving Post-Salt Exploration with the Goal of Raising Nearly R$ 100 Billion

The state-owned company aims to raise around 100 billion reais; for that, it has also put eight refineries, pipelines, and distribution up for sale. According to Petrobras, the funds will be used for investments and to reduce its nearly 400 billion reais debt.
The determination came from the National Agency of Petroleum (ANP), which looks to the North Sea as an example to chart this new industry in Brazil.
Immediately, 180 are being transferred to the private sector. The Agency’s purpose is to enable other companies to explore unvisited areas and reactivate wells that still have oil to be extracted.
This year, eight platforms are in the decommissioning process — the technical term for deactivation. Companies are being contracted for the dismantling and sale of scrap.
In the layer known as post-salt in Brazil, there are 66 platforms that will enter the decommissioning phase. It is estimated that in the next 10 years, only in the Campos Basin, 34 platforms will be deactivated. The information was provided by the ANP.
Due to its uniqueness and also the environmental risks, it is more complex to dismantle an offshore oil and gas production structure — with platforms and extensive networks of underwater lines — than to install it.
Two years ago, the ANP has been evaluating new regulations, focusing on the cycle of removing these units that began in 2020. However, given the risks and the need to discuss with companies, the Brazilian Institute of the Environment (Ibama), and the Navy, the new resolution on the subject is expected to be released only at the end of October.
