Contagem City Hall Claims That Responses from Instituto Access Do Not Clarify Logistical Failures, Prevent New Date for the Health Exam Canceled on 12/14, and Motivate Action by the Public Prosecutor’s Office
Contagem City Hall stated on Wednesday, 12/17, that it will not authorize a new date for the health exam canceled on 12/14, due to a lack of clarifications and guarantees from Instituto Access, and confirmed negotiations with the Public Prosecutor’s Office for investigation and solutions.
City Hall Rejects Justifications and Blocks New Schedule
The municipal administration stated that, after notification, it received responses from Instituto Access considered insufficient to clarify the operational and logistical failures that led to the cancellation of the tests last Sunday, 12/14, according to an official statement from Contagem City Hall.
According to the city hall, the explanations do not guarantee that the problems will not recur. “Without a complete clarification of the causes and without guarantees that the failures will not happen again, the city hall cannot authorize the announcement of a new date,” stated Contagem City Hall.

Application Started, Collection and Breach of Confidentiality
Furthermore, the municipal administration reported that Instituto Access declared that there were no setbacks related to the tests or the answer key. However, it acknowledged that there was distribution and the start of application in some locations, followed by subsequent collection.
According to Contagem City Hall, this circumstance led to a breach of confidentiality and compromised criteria of transparency and equality of conditions among candidates, making it impossible to continue the selection process as originally planned.
Reports from Candidates and Operational Failures
The city hall highlighted that reports from hundreds of candidates, combined with internal investigation, indicated delays in the arrival of the tests, abandonment of schools by test administrators and monitors, and absence of essential administrative materials.
Among the items mentioned by the municipal administration are badges and metal detectors, whose absence would have contributed to a scenario classified as having serious operational and logistical failures by the contracted company.
Administrative Measures and Action by the Public Prosecutor’s Office
In light of the situation, Contagem City Hall informed that it will take all necessary administrative measures, with fact-finding based on the contract established and on applicable legislation, observing principles of legality and transparency.
In this context, the administration confirmed negotiations with the Public Prosecutor’s Office to seek solutions that serve the public interest and the candidates, as stated by the city hall in an official statement.
Acknowledgment of Disturbances and Promise of Resumption
Finally, the city hall acknowledged the “numerous and serious disturbances” caused to candidates by the cancellation of the tests and stated that it will take measures to resume the exam as soon as possible.
According to Contagem City Hall, the resumption should occur with respect to the principles of transparency, isonomy, and legality, after the conclusion of investigations and definition of necessary measures, maintaining attention to the criteria required for the selection process.
