Project under consideration in Alesp reignites debate on interventions in São Paulo highways, vehicle circulation, and the impact of blocking operations on drivers’ daily lives, with a proposal targeting works during business hours and foreseeing punishment in case of non-compliance.
The Legislative Assembly of São Paulo is expected to analyze, before any potential vote in the plenary, PL 677/2024, which restricts works, renovations, maintenance, and “Stop and Go” type blockages on state highways during business hours.
Authored by state deputy Ana Perugini (PT), the proposal has already passed the Committee on Constitution, Justice, and Writing and received a favorable opinion from the Committee on Transport and Communications, pending analysis by the Committee on Finance, Budget, and Planning.
Project targets works during business hours on São Paulo highways
The project establishes rules for interventions carried out by the DER or by concessionaires responsible for state highways, focusing on reducing impacts on traffic during periods of higher vehicle circulation.

In practice, the proposal seeks to push works, renovations, and maintenance services to periods of lower movement, without eliminating the obligation to maintain the roads or preventing necessary interventions for road safety.
The text also advocates for the adoption of alternatives that preserve traffic flow, especially when interventions require lane restrictions, operational detours, or partial interruptions in drivers’ movement.
Processing of PL 677/2024 in Alesp
The proposal was published on September 17, 2024, and was on the agenda in ordinary sessions held between the 18th and 24th of that month, without receiving amendments or substitutes.
After that, the project proceeded to the Committee on Constitution, Justice, and Writing, which approved a favorable opinion on June 25, 2025, recognizing the legality and legislative technique of the matter.
The Transport and Communications Committee also approved the proposal on April 8, 2026, with a favorable vote from the rapporteur, Deputy Capitão Telhada, before sending it to the financial stage.
According to the progress recorded by Alesp, the matter entered the Finance, Budget, and Planning Committee on April 15, 2026, a stage that precedes possible discussion and voting in the plenary.
In an interview with the O Liberal portal this Monday (18th), Ana Perugini stated that she hopes the proposal will be considered by parliamentarians in the second semester and linked the measure to the disruptions faced by users of São Paulo’s roads.
“What cannot happen is for the population to face traffic the way it occurs today due to works that should be carried out outside business hours,” the deputy told the newspaper.
Fine for non-compliance exceeds R$ 3,800

The project foresees a fine of 100 Ufesps for those who violate the rules, a value previously cited as around R$ 3,500, but which changes according to the annual update of the São Paulo fiscal unit.
Since the Ufesp was set at R$ 38.42 for the period from January 1 to December 31, 2026, the penalty would amount to R$ 3,842 this year.
The Fiscal Unit of the State of São Paulo is used as an index for taxes, fees, fines, and other official values, which is why the amount may be adjusted in subsequent years.
If the proposal is approved by the deputies and sanctioned by the state government, the new rules will come into effect up to 90 days after the publication of the law.
Supervision on São Paulo State Highways
The supervision of compliance with the rules would be the responsibility of the Department of Highways and the concessionaires that manage sections of the São Paulo road system, as provided in the proposal reported by Alesp.
The opinion of the Transport Committee states that concession contracts already provide for adequate service provision, including traffic flow and circulation alternatives during interventions on traffic lanes.
In the committee’s assessment, the project reinforces existing contractual clauses and strengthens supervision, without creating direct expenses for the State or interfering with the administrative autonomy of the competent bodies.
The justification also associates poorly planned interventions with traffic jams, rear-end collisions, and hazardous situations on highways, especially when there is the presence of heavy vehicles in high-traffic areas.
The text approved in the committee argues that carrying out works during periods of lower traffic tends to reduce impacts on users and improve the operational planning of road interventions.
Although the title uses “Stop and Go,” the legislative documentation of Alesp also records the expression “Go and Stop,” the official designation used in the summary and reports of PL 677/2024.
The project is still under consideration and still depends on the opinion of the Finance, Budget, and Planning Committee, as well as approval in plenary and sanction by the Executive to become law in the State of São Paulo.
