The federal government is evaluating the creation of a railway network for passenger transport in the Northeast, starting with the connection between Recife and João Pessoa. The project is part of the National Logistics Plan 2050 and could transform regional mobility

The possibility of traveling by train between capitals in the Northeast is no longer just a nostalgia of the past. The federal government is studying the implementation of a passenger railway network that could connect the main cities in the region, starting with Recife (PE) and João Pessoa (PB). The initiative aims to boost tourism, improve urban mobility, and strengthen economic integration in the Northeast.

According to information from Valor Econômico, the initial project envisions the construction of a railway line of approximately 110 kilometers linking the two capitals. The choice of this stretch as a pilot was not by chance: it is the shortest distance between two Northeastern capitals, facilitating the studies for technical and economic feasibility.

During the event “Logistics in Brazil”, held in Fortaleza last Tuesday (14), officials from the Ministry of Transport and the state-owned Infra S.A. detailed the plans for the railway sector in the region. Jorge Bastos, president of Infra S.A., explained that the stretch was chosen because it connects the two closest capitals in the region, facilitating the analysis of the feasibility of passenger transport.

The Ambitious Project That May Expand to Other Capitals

The Recife-João Pessoa line is just the beginning of a much broader project. If the operation proves to be viable, the line may be extended in the future to Maceió (AL) and Natal (RN), creating a railway corridor that would integrate four Northeastern capitals. This gradual expansion would allow the government to assess the public acceptance and operational results before investing in new sections.

The project is part of the National Logistics Plan 2050 (PNL 2050), a strategic document developed by the Ministry of Transport with technical support from Infra S.A. The plan, which began in 2024 and was created through a presidential decree, is expected to have its first version completed in 2025.

According to information from Revista Nordeste, economist Flávio Ataliba (FGV) recalled during the seminar that the Northeast represents 27% of the Brazilian population but only 14% of GDP, reinforcing the need for investments in infrastructure to accelerate regional development.

Billion-Dollar Investments Promise to Transform Transportation in the Region

The figures related to railway projects in the Northeast are impressive. Investments exceeding R$ 60 billion are anticipated in railways that should benefit the Northeast economy, including the West-East Integration Railway (Fiol) and the Midwest Integration Railway (Fico).

According to data from the National Land Transport Agency (ANTT), the Northeast has over 4,000 km of railways, mostly aimed at freight transportation. Much of this railway network is underutilized or deactivated, creating opportunities for the requalification and modernization of the tracks.

The government’s proposal is to use trains as a sustainable alternative to road transport. The project aims to contribute to reducing pollutant emissions, decreasing traffic on highways, and strengthening regional tourism, aligning with the country’s environmental and decarbonization goals.

When Does the Project Leave the Drawing Board? Public Calls May Occur in 2025

The project’s timeline is advancing rapidly. According to George Santoro, executive secretary of the Ministry of Transport, the government intends to launch a public call in 2025 to identify companies and consortia interested in developing the project.

This public call will be essential to initiate the studies for economic and financial feasibility and attract private investors to the venture. In the case of the Recife–João Pessoa line, the project aims to meet a growing demand for daily movements between the two regions, which are already connected by a dual carriageway and highly occupied bus lines.

The expectation is that the technical studies will be concluded throughout 2025, allowing the government to define the next steps for the project’s implementation. The participation of specialized companies in railway transport will be crucial to ensure the technical and financial viability of the operation.

An Old Dream That Could Become Reality

The railway history of the Northeast dates back to the 19th century when trains were the main means of transport between cities. Over time, road transport gained strength and railways were gradually deactivated. Now, decades later, the federal government is resuming the discussion about passenger transport on tracks.

According to Jorge Bastos from Infra S.A., “to grow, long-term planning is necessary. The Northeast is a region of great potential, and for that potential to convert into development, it is necessary to invest in infrastructure.”

The resumption of passenger railway transport represents not only an improvement in mobility but also an opportunity for regional integration, boosting tourism and creating jobs. With studies advancing and the promise of billion-dollar investments, the project could finally realize the dream of many Northeasterners: to travel by train between the region’s capitals.
