Gas Benefit Is Regulated and Aimed at Low-Income Families as a Way to Alleviate the Price of Cooking Gas
Every two months, the benefiting families will receive a subsidy equivalent to 50% of the average national reference price from the last six months for a 13-kilogram gas cylinder. The National Agency of Petroleum, Natural Gas and Biofuels (ANP) is the agency that will establish this reference price.

The decree establishing the Gas Benefit was signed by the President of Brazil, Jair Bolsonaro, last Thursday, November 2, regulating Law No. 14,237, of November 19, 2021. The information was published in the Official Gazette of the Union on Friday (3).
The objective of the Gas Benefit is to mitigate the effect of the price charged for cooking gas, liquefied petroleum gas (LPG), on the budget that low-income families have available.

The benefit will be directed to families registered in the Unified Registry for Social Programs, who have a monthly household income per capita equal to or less than half the minimum wage. In addition, families where any member receives the Continuous Cash Benefit (BPC) will also receive it.
Gas Benefit Law
According to the established law, the benefit will also be preferentially granted to families with women who are victims of domestic violence and are under monitoring of urgent protective measures.
Furthermore, the decree regulating the law states that preferential granting will be based on access to information contained in the database maintained by the National Justice Council.
The General Secretariat of the Presidency of the Republic published, in a note, that “The importance of this prioritization cannot be denied, as this public often faces worsening financial conditions due to the aggressor’s removal from the home and the consequent reduction in their contribution to the family’s income. Thus, the provision seeks to facilitate women’s access to financial transfers that will contribute to the family’s expenses.”
The decree also allows for the benefit to be implemented starting in December 2021, given that the goal is to reduce the impact of rising cooking gas prices on the budgets of low-income families.
This will be carried out considering the economic difficulties the country has been facing due to the Covid-19 virus pandemic.
