Government Has Prepared PEC for Breaking the Uranium Exploration Monopoly. Another Proposal Expected in September Is the Creation of a Regulatory Agency for Nuclear Safety
In order to end the Union’s monopoly on uranium exploration, fuel manufacturing, and nuclear energy generation, the Government created a constitutional amendment proposal (PEC), stated the Minister of Mines and Energy, Bento Albuquerque, last Friday (08/21). Finally, the works of the Angra 3 nuclear power plant will begin in October 2021
The PEC discussed by the Brazilian Nuclear Program Development Committee will be sent to the National Congress. “We have already begun to raise awareness about the importance of this for our country,” he revealed in a conversation with Ambassador Rubens Barbosa broadcasted online.
Regarding the sector’s safety, another proposal expected in September is the creation of the National Nuclear Safety Agency.

“These are things that will still be implemented in the second half of this year, and we believe that nuclear energy will have a new phase in Brazil in the coming years,” Albuquerque stated.
The minister also reaffirmed that the Government prioritizes completing the works of the Angra 3 plant; according to him, the expectation is that by the end of the year the winning bidder will be chosen to complete the project by 2025.
Albuquerque acknowledged that the government considered the possibility of using resources from the US$ 20 billion fund, formed in partnership with the Chinese government, to finance the completion of the project, or even the Brics Development Bank. “We believe that by the end of this year we will present who will be the partner of Angra 3 and what the source of funding for completing the project will be.”
