A R$ 24 plate led to the halting of a Havan construction for 150 days in Rio Grande, Rio Grande do Sul, after being mistaken for an indigenous artifact, a case recalled by Luciano Hang.
R$ 24 plate became the center of the impasse
The businessman stated that the construction was interrupted for about six months after a ceramic plate was found on the site. The initial suspicion was that the piece might have indigenous origins.
Hang reported that the case symbolizes, for him, the burden of bureaucracy in the country. The episode occurred before the construction of the Havan unit in the city of Rio Grande, Rio Grande do Sul.

Piece was associated with a religious ritual
In the video, the businessman said he proved to the National Institute of Historical and Artistic Heritage that it was a common plate from the Santa Catarina brand Oxford. The piece was sold on Havan’s website for an average price of R$ 24.
According to Hang, the object had been used during a religious ritual conducted on the land. The explanation ended the misunderstanding that kept the construction halted and allowed the project to resume.
Delay meter marked the halt
On October 31, 2019, Hang placed a sign called the “delay meter” on the site, used to mark the time of construction interruption. The action was presented by him as a protest against the delay in approval.
The businessman stated that months of work were suspended due to an error that, in his view, could have been resolved with more agility and common sense.
Store came to fruition in 2021
The Havan unit in Rio Grande received the number 162 of the network. The store was finally inaugurated on July 29, 2021, after resolving the impasse involving the R$ 24 plate.
The investment amount was not disclosed in the report. Even so, Hang often mentions that each new Havan unit requires about R$ 100 million to come to fruition.
Hang again criticized the bureaucracy
Recalling the case on social media, the businessman from Brusque once again advocated for less bureaucracy and more efficiency in Brazil. He also stated that the country needs to emulate what works.
Hang declared that he often considers bureaucracy one of the major causes of national delay and associated the excess of obstacles with corruption.
