Recently, during the forum “America’s Future Fleet: Reinvigorating the Maritime Industrial Base,” Admiral Lisa Franchetti detailed the transformations underway.

A navy adopted an innovative logistics approach known as “just-in-case” to replace the previous “just-in-time” tactic.
The goal is clear: to increase efficiency, avoid delays in maintenance projects and strengthen fleet readiness. This strategy seeks to counter advances by rival powers in the Arctic, the Pacific and other critical regions.
The challenge of China's naval rise
In recent years, the Chinese Navy has surpassed the US in number of vessels, although not yet in tonnage or operational capabilities.
Since 2020, Beijing has been modernizing its fleet with ships such as the Type 055 destroyers, which rival the American Arleigh Burke class in terms of technology. At the same time, China is accelerating its shipbuilding and advancing technologies that challenge US hegemony.

The Navy’s new approach prioritizes making materials available in advance. Franchetti explained that maintenance planning is now done 120 days in advance, ensuring that all materials are ready to begin repairs immediately.
This change eliminates delays caused by lack of parts and reduces the need for cannibalization of ships.
“We need to have all the materials on hand to start work on time,” Franchetti highlighted. To this end, strategic stocks were created to ensure the availability of critical components in case of emergencies.
Fleet expansion and modernization
Another key measure is extending the service life of 12 Arleigh Burke-class destroyers. These ships remain critical for anti-drone and anti-missile defense operations.
In addition, new projects such as the Zumwalt-class destroyers are being developed, incorporating advanced technologies to meet future challenges.
Revitalizing the maritime industrial base is also a priority. Investments in infrastructure and training aim to increase production capacity and reduce the construction time of new vessels.
