Logistical Planning Includes Funeral Urns for Adults and Children, Detailed Criteria for Land and Air Transportation and Expansion of State Coverage Based on Recent Mortality History
The Brazilian Navy is preparing a contract worth R$ 799.8 thousand for the purchase of funeral caskets and the logistics of body transportation, covering active military personnel, inactive military personnel, civil servants, as well as their families and dependents. The planning, structured through a technical study that underpins the bidding process, will have a duration of two years and was developed based on objective data of mortality recorded between 2023 and June 2025.
The information was disclosed by Metrópoles, based on official documents from the Brazilian Navy. According to the data presented, the objective of the contract is to ensure standardization, budget predictability, and immediate logistical response in situations of death occurring in service, outside the place of residence or even abroad, when there is a formal request from the family.
Although the recent history indicates only one annual death of active military personnel in the analyzed period, the planning considered an estimate of up to 10 deaths per year, creating an operational margin to avoid interruptions in services and ensure comprehensive coverage in exceptional scenarios.

Quantity of Caskets, Technical Specifications and Mortality Estimate
According to the technical study that supports the hiring, the Navy plans to acquire 230 funeral urns, on demand, over the course of the contract. The urns will cater to both adults and children, with sizes ranging from 1.40 meters to 2.20 meters, and may be provided with or without a view window.
Furthermore, the caskets may be zinc-coated, a requirement for certain types of transportation, and will have structural capacity to support weights between 130 kg and 200 kg, meeting different technical and sanitary standards.
Regarding mortality, the document clearly states that the estimate was based on the actual history of deaths of active military personnel between 2023 and June 2025, a period in which there was an average of one death per year. Still, as highlighted by the Navy Technology Center in São Paulo, responsible for the procurement, there was a decision to project ten possible annual deaths, ensuring logistical resilience.
Transfers by Mileage: 1,000 km per Modality
One of the central points of the contract is the transfer of bodies, whose compensation will be calculated based on the straight-line mileage traveled, separated by mode of transportation. The planning establishes 1,000 km for each type of displacement, distributed as follows:
- 1,000 km for regional transport in urban areas up to 50 km from the center;
- 1,000 km for regional transport in urban areas over 50 km from the center;
- 1,000 km for air transfer on commercial lines, considering the weight of the casket;
- 1,000 km for air transfer on private companies.
This structure seeks to ensure operational flexibility, allowing the state to act in both short-distance transfers and long-distance operations, including situations involving interstate or international removals.
According to the technical study, the Navy will be responsible for the full funding of the transfer of the deceased active military personnel, to any location within the national territory indicated by the family, including all essential expenses for the execution of the transport.
Funding Criteria and Expansion of State Coverage
In the case of inactive military personnel, the Navy will cover the transfer expenses when the death occurs in a hospital facility located outside the place of residence, provided that the removal was carried out by competent medical determination of the force itself.
For civil servants, the contract provides for funding of the transfer of the body in case of death in service outside the workplace, including abroad, as well as coverage of the funeral for the servant and their dependents. The document classifies this set of actions as measures taken by the state, when requested, from the time of death until a dignified burial.
Thus, the Navy formally expands its logistical and institutional coverage, establishing clear rules for sensitive situations and avoiding improvised decisions in times of crisis. Even though the volume of deaths is historically low, the planning highlights a strategy of prevention, organization, and budget control, aligned with long-term administrative practices.
