Partnership Between Defense Industry Giants Creates Company to Lead Next Phase of Project to Replace Leopard 2 and Leclerc Tanks by 2040.
The companies KNDS Deutschland, KNDS France, Rheinmetall Landsysteme, and Thales officially announced on April 10 the formation of MGCS Project Company GmbH (MPC), a new company responsible for the next phase of the joint project between France and Germany for the development of a new European tank MGCS. The company was registered in Cologne following approval from the German Federal Cartel Office, marking a new step in the Main Ground Combat System (MGCS) program.
The MGCS project is a binational initiative aimed at replacing the Leopard 2 battle tanks (used by Germany) and Leclerc (used by France) with a new concept of modern, integrated armored combat systems, with operational delivery expected starting in 2040.
Partnership Between France and Germany in the Defense Sector
The MGCS program was launched through a strategic cooperation between the governments of France and Germany. The new company MPC will be responsible for leading the industrial phase of the project, acting as the main contractor for the development of the European MGCS tank. Engineer and Colonel of the Reserve of the German Armed Forces, Stefan Gramolla, has been appointed as the CEO of the new company.

The MPC will negotiate the upcoming contracts with the Federal Office for Bundeswehr Equipment, Information Technology, and Operational Support (BAAINBw), which acts as the joint representation body of both countries through a binational project team.

The partnership brings together key players in the terrestrial defense sector of Europe. KNDS, formed by the merger of German Krauss-Maffei Wegmann and French Nexter, is one of the leaders in the segment, headquartered in Amsterdam, with over 10,000 employees and revenue of €3.8 billion in 2024.
Rheinmetall, based in Düsseldorf, is prominent in armored vehicles and weapon systems. In 2024, it achieved sales of €9.8 billion and employs over 31,000 people across various areas of the defense industry.
Thales, a multinational company based in France, is a global leader in advanced defense, security, and aerospace technologies. With a presence in 68 countries, it invests over €4 billion annually in research and development in areas such as artificial intelligence and cybersecurity, which could be applied to the future European armored combat system.
Consolidation of the Defense Industrial Base in Europe
The creation of MGCS Project Company GmbH represents a strategic milestone for the consolidation of the terrestrial defense industrial base in Europe. By uniting the industrial and technological capabilities of France and Germany, the project strengthens European autonomy in the defense sector and facilitates the standardization of equipment within NATO.
As the program advances, the involved countries hope to reduce fragmentation among the combat platforms currently used by the armed forces on the continent. Standardization will not only provide operational gains but also logistical and economic advantages for European armies.
Next Steps in the MGCS Program
The expectation is that the new company MPC will soon initiate negotiations for the development and technical testing contract with the governments of France and Germany. From there, the timeline will outline the definition of the final concept, the development of prototypes, and the operational testing required to validate the European MGCS tank by its expected operational entry in the 2040s.
The companies involved emphasize that the program will focus on scalable and adaptable solutions, with the possibility of expansion to other interested countries. Although the project is initially binational, the medium-term objective is to allow other NATO members to also adopt the new armored combat system.
