Japan is developing a mega project of a floating city, which will have the capacity to house up to 40 people and be self-sufficient. The company leading the “Japanese Noah's Ark” project is the startup N-Ark, an innovative company that focuses on reinventing seaside architecture to address social issues.

With the name of Doge City, the floating city will have tourism, medical facilities and even space rockets. The initiative makes up the New Ocean, an entrepreneurial innovation promoted by industry, government and academia, with a focus on acting against natural disasters, improving the marine environment, sheltering climate refugees and generating positive economic impact.
The city is about 1,58 km in diameter and 4 km in circumference, corresponding to Japan's concept of “1 ri, 1 hour”. It functions at the level of a floating city, but the habitability corresponds to that of a small village.

The “Japanese Noah's Ark” will be able to receive about 30 thousand tourists per month. According to N-Ark, Dogen City was designed to withstand various weather conditions and even a tsunami.
According to data informed by the company leading the project, the floating city will consume about 2 million liters of water per year, producing up to 3.288 tons of garbage, 22.265 thousand KW of energy and 7 thousand tons of food. The project is expected to be ready by 2050.
Project will have three layers of sustainability
The innovative proposal will integrate food production, data, architecture, energy and water into a symbiotic system that uses the deep blue as a new and resilient economic zone called New Ocean.
The startup claims that through private ocean business innovation, the New Ocean Consortium, a joint business of industry, government and academia comprising various industries, laws, technologies and regulations for the realization of this economic space, will begin. New Ocean is a term referring to the oceanic version of Space X's space business innovation, called New Space.

The “Japanese Noah's Ark” project is real, so much so that three layers are considered to ensure the sustainability of the site. The first creation of an independent and decentralized maritime city, adaptable to climate change, focused on promoting day-to-day physical and mental self-care and offering various programs.
The second layer is aimed at building an underwater data infrastructure to contribute to the development of maritime businesses. Ultimately, the startup aims to take advantage of open water to spawn a new tourism industry that is tied to space, using the ground as a launch and landing site for rocket transport services.
Sea level rise harms the world
The economic damage from sea level is estimated at approximately US$1,1 billion worldwide in 2019, and by the year 2100, according to IPCC survey data, sea levels will rise by 1 meter above current levels.
The expectation is that sea level rise will also cause damage, such as urban salt pollution and the collapse of urban infrastructure.
To get around this, the Doge City is being developed as a sustainable city designed to act as a floating smart healthcare city in peacetime and as an autonomous city in the event of a natural disaster.
