Japan is developing a mega project for a floating city, which will have the capacity to house up to 40,000 people and be self-sufficient. The company leading the project of the “Japanese Noah’s Ark” is the startup N-Ark, an innovative company focused on reinventing seaside architecture to address social issues.

Named Dogen City, the floating city will feature tourism, medical facilities, and even space rockets. The initiative is part of the New Ocean, a business innovation promoted by industry, government, and scientific academia, focused on acting against natural disasters, improving the marine environment, housing climate refugees, and generating a positive economic impact.
The city has about 1.58 km in diameter and 4 km in circumference, corresponding to Japan’s concept of “1 ri, 1 hour.” It operates at the level of a floating city, but its livability corresponds to that of a small village.

The innovative proposal will integrate food production, data, architecture, energy, and water into a symbiotic system that uses deep blue as a new and resilient economic zone called New Ocean.
The startup claims that, through private oceanic business innovation, the New Ocean Consortium will be initiated, a joint venture of industry, government, and academia comprising various industries, laws, technologies, and regulations for the realization of this economic space. The New Ocean is a term related to the oceanic version of space business innovation by Space X, referred to as New Space.

The project of the “Japanese Noah’s Ark” is real, and three layers are being considered to ensure the sustainability of the site. The first is the creation of an independent and decentralized maritime city, adaptable to climate changes, focusing on promoting daily physical and mental self-care and offering various programs.
The second layer is aimed at building underwater data infrastructure to contribute to the development of maritime businesses. Finally, the startup aims to leverage open waters to create a new tourism industry linked to space, using the land as a launch and landing site for rocket transport services.
Rising Sea Levels Cause Damage To The World
The economic damage from rising sea levels is estimated at approximately US$ 1.1 billion worldwide in 2019, and by the year 2100, according to IPCC research data, sea levels are expected to rise by 1 meter above current levels.
The expectation is that rising sea levels will also cause harm, such as urban salt pollution and the collapse of urban infrastructure.
To address this, Dogen City is being developed as a sustainable city designed to function as a smart floating medical city in peacetime and as an autonomous city in the event of a natural disaster.
