Minister Marcelo Sampaio Delivered the Infra+ Integrity Seal to Rafael Mendes Gomes, Director of Risk Management and Integrity at Novonor and OEC.
As yet another recognition of the continuous enhancement of governance and integrity undertaken in recent years, OEC – Engineering and Construction received this Tuesday (12/13), in a ceremony held at the Ministry of Infrastructure in Brasília, the Infra+ Integrity Seal. The initiative from the Federal Executive rewards companies in the infrastructure sector that adopt good corporate governance practices and promote ethical behavior, transparency actions, and prevention of fraud and corruption.
To obtain the Seal, OEC underwent a thorough technical analysis of the initiatives adopted within the company based on evidence, documents, case studies, and certificates, in a process that lasted approximately five months.

“World-class corporate governance systems and effective integrity programs require commitment, investment, time, and discipline from senior management to mature. With over 15 years of experience in the compliance field, Rafael Mendes Gomes recently assumed the position of Director of Risk Management and Integrity at Novonor and OEC. Before joining Novonor, Gomes held the same position at Petrobras and in law firms. Alexandre Baltar, previously responsible for integrity work, has been appointed to lead a new directorate created specifically to address the ESG agenda at the holding and the construction company.
Recognition from the Federal Government
The certificate of good corporate practices issued by the Federal Government adds to a series of other recognitions received by OEC throughout 2022. In October, the Annual Report of the World Bank’s Sanctions System mentioned the construction company as “an example of a company focused on compliance actions” with a comprehensive program aligned with the principles set forth in the World Bank guidelines. In addition, the World Bank highlighted that the integrity program developed by the company and cooperation with national and international control authorities were key to removing the companies from the sanctions list, which they had been on since 2019.
Still in 2022, these recognitions are expected to be complemented by the ISO 37001 certification (anti-bribery management), obtained by OEC for its global operations, the successful completion of the integrity program monitoring by the CGU, the company’s partnership with IBGC, which also evaluated OEC’s governance and integrity measures, the company’s participation as a signatory of the Business Pact for Integrity and Against Corruption, an initiative of the Ethos Institute, participation in MISEC (Movement for Integrity in the Engineering and Construction Sector), among other actions and initiatives.
Anti-Corruption Radar — The Infra+ Integrity Seal is the seventh pillar of the Anti-Corruption Radar program, created by MInfra, in partnership with the Ministry of Justice and Public Security, the Office of the Comptroller General (CGU), the Office of the Attorney General of the Union (AGU), and the Federal Police (PF), to improve public management and curb misconduct and public resources. Since its establishment in 2019, the program has conducted over 800 integrity assessments and referred more than 600 complaints to police authorities and control agencies.
