It Is Possible That Renato Duque Owes the Treasury Up to R$ 1.46 Billion.
Renato Duque, former director of Petrobras, has a 15-day deadline from the Federal Court of Accounts (TCU) to make his final defense allegations or return R$ 493 million to the National Treasury. This debt is associated with Petrobras’s bids for the construction of the Petrobras Research Center (Cenpes) and the Integrated Data Processing Center (CPID).
The TCU decided that Duque violated his duties by failing to take measures to protect the state-owned company’s bids from illicit activities. From the beginning of Lula’s first term in 2003 until the end of Dilma’s second term in 2015, Duque chaired the Services Directorate of Petrobras.
This was during the time when the PT led Petrobras’s “Petrolão,” which, according to the Federal Police, was the largest corruption scheme in the history of the party and Petrobras. More than sixty years of prison time were imposed on Duque in the Operation Car Wash corruption and money laundering case. Based on the results of the TCU investigation, it is clear that the expansion works of CENPES and the construction of CPID were completed after receiving unjust benefits from cartels.

This advantage allowed the bidding process to be directed, with restrictions on competitiveness, ultimately resulting in the awarding of large-scale projects at inflated prices. The estimated total of Renato Duque’s debt with the National Treasury over corruption allegations is R$ 1.46 billion.
Duque was sentenced by the same TCU in June to pay R$ 975 million for losses at the Premium I and II refineries, projects initiated during Lula’s administration but halted during Dilma’s. Both refineries were supposed to be built by Petrobras, but the company abandoned the plans in 2015.
Bacabeiras, in the state of Maranhão, and Caucaia, in the state of Ceará, housed refineries. Since the TCU had already paid for land clearing and materials that rusted when the two projects were halted, the loss was calculated at R$ 2.7 billion.
