There will be significant competition to win the bid due to the large scope of work that encompasses the entire project management, which includes all administrative and technical support for the venture.
The competition involves the entire national territory, in a closed dispute mode. The opening of the envelopes with proposals is already scheduled for September 25.

More than R$ 526 million generated in oil in 2025 was not enough to place Espírito Santo in the lead of innovation — and the data shows exactly where the bottleneck is.
The major winner of the bid will have to execute an extensive list of activities, prioritizing the management of contracts first. The winning company must provide support for logistics, technical documentation management, engineering oversight, and construction and installation support, among other actions.
In addition to the activities mentioned above, the winning company of the bid will assist Petrobras with submarine system oversight services for the Búzios 5 Project.
About the Buzios 5 Petrobras Project
In the second block of services related to oversight support actions, there will be activities for quality inspection in Brazil and abroad, offshore construction inspection, and auditing of SMS onshore and offshore.
The FPSO Almirante Barroso project is currently 36% physically complete; the platform will be able to process 150,000 barrels of crude oil per day and 6 million m³/day of natural gas. Its minimum storage capacity will be 1.4 million barrels of crude oil.
The Brasfels shipyard, in Angra dos Reis, has been selected to carry out the construction of the modules for the topside of the FPSO Almirante Barroso, with delivery scheduled for 2021. Once completed, the platform will be connected to 15 wells – eight producers and seven injectors.
