Two Major Oil Fields in the Pre-Salt of the Santos Basin, Which Got Stuck in the Last Auction, Will Yield a Billion-Dollar Settlement to Petrobras
Petrobras will receive a billion-dollar indemnity from the winners of the new pre-salt auction. The amount will be paid for investments already made by the state company in the two major oil fields Atapu and Sépia, which got stuck in the 2019 bidding.

The Federal Government decided to change the rules to auction, for the second time, two major pre-salt fields in the Santos Basin that were stuck in the last bidding. The new auction will take place by the end of the year, strengthening the Union’s coffers.
In 2019, the Atapu and Sépia fields did not receive bids in the mega auction of oil held that year. A virtually unanimous complaint at the time among companies that evaluated participating in the event was not knowing in advance how much they would have to pay Petrobras for the investments already made in these fields.

Now, it has been determined that the state enterprise will receive US$ 6.45 billion from the winning oil companies. The amount may still be supplemented between 2022 and 2023, should the barrel of oil exceed the annual average of US$ 40 up to a limit of US$ 70 per barrel. The current price is close to US$ 65.
The Oil Giant Petrobras Returned the Oil Field in the Pre-Salt
The oil company Petrobras fully returned the Peroba oil field in the pre-salt Santos Basin to the National Agency of Petroleum, Natural Gas and Biofuels (ANP) last Thursday (04/15), marking the first return of an area acquired in a production sharing auction.
The Peroba area was acquired in the 3rd Round of bidding for areas of oil exploration in the pre-salt, for a fixed bonus of 2 billion reais, in 2017, by a consortium formed by Petrobras (operator, with a 40% stake), in partnership with Shell Brasil Petróleo Ltda. (20%); Total E&P do Brasil Ltda (20%); CNODC Brasil Petróleo e Gás Ltda. (10%) and CNOOC Petroleum Brasil Ltda (10%), with Pré-Sal Petróleo S.A. (PPSA) as the contract manager.
In the winning bid, the consortium offered 76.96% of the oil surplus to the Union, versus a minimum percentage of 13.89%.
In the pre-salt of the Santos Basin, besides Peroba, there were also the oil fields Alto do Cabo Frio Oeste, Uirapuru, and Saturno with low potential.
The Brazilian State Company Publishes Notice for Lease of LNG Regasification Terminal in Bahia
Petrobras published yesterday (04/16) the notice for the second bidding process for the lease of the LNG Regasification Terminal (TR-BA) and associated facilities in the state of Bahia.
The bidding will be restricted to pre-qualified companies under the Pre-Qualification Call, and the process will follow the acts and rites provided in Federal Law 13.303/2016 (State Companies Law).
The TR-BA consists of an island-type pier with all the necessary facilities for docking and mooring an FSRU (Floating Storage and Regasification Unit) ship directly to the pier and a supplier ship alongside the FSRU. The transfer of LNG is done directly between the FSRU and the supplier in a side by side configuration. The maximum regasification flow of the TR-BA is 20 million m³/d (@ 1 atm and 20°C).
