On Tuesday (28), the mayor of Porto Alegre, Sebastião Melo, signed the Public-Private Partnership (PPP) contract for the installation, operation, and maintenance of solar power plants in the city. With these investments in solar energy, public installations maintained by the Porto Alegre city hall, such as buildings and traffic lights, will be supplied by this source starting in 2026.

The project, which was awarded to the Sustainable Energy from the South consortium, aims to ensure renewable and clean energy for the city, promoting efficiency and economy in the use of public resources. The administrative concession lasts 26 years, with one year dedicated to constructing the solar power plants in Porto Alegre and 25 years for their operation and maintenance. The signed PPP contract foresees the installation of about 11 solar plants with a total generation capacity of 7 million kWh per year.
This clean energy will be directed towards the activities of 441 public installations, which include administrative buildings, health units, public markets, traffic lights, squares, and parks. According to the Secretary of Finance, Ana Pellini, this project in Porto Alegre is not only aimed at financial savings but also a step aligned with the city’s commitment to becoming a sustainable capital.
Investments in Solar Energy Are Expected to Reach R$ 114 Million
According to Pellini, among the expected benefits of the renewable energy project are an estimated savings of R$ 600 thousand per year in public electric energy bills, a reduction of up to 10% in the city’s expenses, as well as 500 tons of CO2 reduced in the atmosphere.
The total contract value is R$ 114 million, focusing on monthly public compensations over the active period. The winning consortium has formed a special purpose vehicle, Sustainable Energy South SPE S/A, to manage the investments in solar energy in Porto Alegre.
According to Giuseppe Riesgo, Secretary of Partnerships, it is an honor that the first delivery under the Secretariat of Partnerships involves such innovative and fundamental investments as the solar plants PPP.
This initiative reinforces the commitment to resource economy and sustainability, as well as positioning Porto Alegre as an example for other municipalities. The construction of the plants will take place in areas within the concession of the distributor CEEE Equatorial, with a timeline of up to 1 year for the installations to be fully operational.
Other Initiatives from Porto Alegre
It is worth mentioning that in 2024, Porto Alegre launched a bidding notice for the public-private partnership for the implementation, operation, and maintenance of photovoltaic plants.
Reducing pollutant gas emissions and generating savings for the public coffers are among the commitments that are already being met through ongoing energy transition projects in the city hall.
With the hiring of sustainable energy from the free market and the installation of solar power plants, the current estimate of decarbonization of the energy matrix of the municipality’s consumer units and the Municipal Department of Water and Sewage is approximately 4,600 tons that are no longer emitted into the atmosphere.
