Fishing is an ancient activity that began as artisanal and subsistence and now has industrial capacity and is developed even for scientific and recreational/amateur areas. From the Blue Amazon, 45% of the fish produced in the country is extracted. With the increase of public policies for the sector, the consumption of this protein has become more accessible and appealing to thousands of Brazilians. The fishing activity is an expanding powerhouse that contributes to socioeconomic development — such as job generation, income, and food supply — and should be carried out consciously to conserve the environment. Aligned with society’s needs, the Brazilian Navy (MB) offers courses for fishermen — crew members of fishing vessels — regarding vessel operation.
Trained by the MB, fishermen need to be licensed or registered with the Ministry of Fishing and Aquaculture (MPA) to receive a professional fisher’s card and be able to legally perform the activity, with guaranteed labor and social rights. According to the MPA, there are 1,202,591 registered fishermen in Brazil, with the states of Maranhão and Pará having the highest numbers: 350,000 and 213,000 professionals, respectively.

Fishermen’s Day, celebrated on June 29, recognizes the importance of the profession of those who live from and with the sea. The Brazilian Navy, committed to contributing to safe navigation and marine environment preservation, promotes training courses for waterway workers. Check out some of the courses available at the Captaincies, Delegacies, and Agencies of the MB throughout the country:
• Professional Fisher Level 1
The Waterway Workers Training Course – Professional Fisher Level 1 aims to prepare professionals for entry into the Merchant Navy as 3rd Group Waterway Workers – Fishermen, Deck and Engine Section. Enrollment can be done in the Professional Fisher (POP) and/or Fishing Driver (MOP) categories, at level 1 qualification.
The course is free of charge, and to enroll, it is necessary to meet the following requirements: be at least 18 years old; have educational qualifications below the 6th year of elementary school; be up to date with military and electoral obligations; and have an endorsement from a fishing company or representative entities of fishermen.
For three weeks, students study fishing activities; the handling and operation of fishing vessels; diesel engine propulsion systems; first aid knowledge; personal survival techniques; fire prevention and fighting; and safety in fishing vessel operations.

• Specialized Professional Fisher
The course lasts four months and aims to train professionals for the Merchant Navy as 3rd Group Waterway Workers – Fishermen, Deck Section, with registration in the Specialized Professional Fisher category at level 3 qualification. There is a registration fee of R$ 8.00.
Those wishing to enroll must meet these criteria: be a natural-born or naturalized Brazilian; be at least 18 years old and have completed elementary school; be up to date with military and electoral obligations; and have an endorsement from a navigation company (except for POP and MOP, provided they have more than a year of boarding, proven through the presentation of the Registration and Enrollment Card).
The navigation company will be responsible for guaranteeing spots for carrying out the Instruction Program at Sea (PIM) on fishing vessels. The POP and the MOP are exempt from carrying out the PIM and meeting the other conditions established in the public notice of the selection process.
The classes cover topics such as handling and preservation of fish; basic informatics; coastal navigation; fishing vessel maneuvering; meteorology and oceanography; naval architecture; handling and stowage of cargo on fishing vessels; maritime and environmental legislation; awareness of ship protection; interpersonal relationships and social responsibilities; workplace safety; emergency procedures; pollution prevention and control in the waterway environment; safety in fishing vessel operations; auxiliary propulsion systems; electrical systems of fishing vessels; fishing vessel maintenance; and communications.

6th Social Action for Artisanal Fishermen
In June, the Port Captaincy of Rio de Janeiro (CPRJ), in partnership with public and private entities, held a social action for 120 artisanal fishermen from the Guanabara (RJ) and Sepetiba (RJ) Bays. The initiative is a joint effort aimed at raising awareness about navigation safety and preventing water pollution. In addition to the social action, inspections were carried out on fishing vessels for document regularization.
The fishermen also received kits containing life jackets, buoys, polyamide gloves, flashlights, reflective adhesive strips, thermal coolers, and food baskets. The social project, initiated in 2020, has already benefited 420 fishermen and demonstrates the synergy between the MB and the maritime and fishing communities.
