A Better Distribution of Resources from the Mega Auction of the Costly Assignment Is Becoming a Huge Debate, Now It Is Rio Grande do Sul’s Turn to Join the Fight
After the São Paulo government requested a better distribution of resources from the mega auction of the costly assignment, now it is the turn of the state of Rio Grande do Sul to express the same desire.
The negotiations among the states began after Rio de Janeiro managed, through an effort by the state’s leaders in the Senate, to approve an agreement that increased the amount to be received by the state of Rio de Janeiro regarding the funds to be received from the oil mega auction of the costly assignment scheduled for November.
The initiative is coming from the governor of Rio Grande do Sul, Eduardo Leite, who anticipates a change in PC 98, the PEC of the costly assignment, since the document will have to go through the Chamber of Deputies once again.
The change would be that the criteria used to calculate the amount that the states have to receive should not be based solely on the State Participation Fund (FPE), but also on others, such as the Export Fund (FEX) and the Kandir Law.

According to the governor of Rio Grande do Sul, such an initiative would ensure a greater balance in the distribution of resources from the costly assignment.
“The criteria approved in the Senate for the division of resources are very unfavorable to Rio Grande do Sul, as we will receive less compared to other states. As the project goes back to the Chamber, I am working to ensure that the deputies understand the importance of defining fairer criteria for the division of resources,” he declared.
The PEC of the costly assignment was approved in two rounds last Tuesday (03/09), with Rio de Janeiro increasing its revenue by R$ 2.1 billion.
The amendment was presented by Rio’s senators, Flávio Bolsonaro (PSL), Romário (Podemos), and Arolde de Oliveira (PSC), but had the participation of the president of the Chamber, Rodrigo Maia.
The governor of Rio Grande do Sul and the representatives of the gaucho bench in the house met with the president of the Chamber to try to reach an agreement and make the changes to PEC 98.
Petrobras Awaiting
Petrobras is awaiting the outcome of the approval of PEC 98 in the Chamber of Deputies and the subsequent alteration of the Annual Budget Law, to know what amount it will be entitled to with the signing of the revision of the costly assignment contract.
“It is important to emphasize that the Council also conditioned that the celebration of the addendum should occur before the auction of the excesses from the Costly Assignment,” the company stated in a note.
