Brazilian Nuclear Submarine May Be Paralyzed
Considered the main project of the Navy, the Brazilian nuclear submarine requires continuous investment.
The program includes construction, testing, and training of qualified personnel.
However, the cut in the budget of the Armed Forces makes it difficult to continue the planned stages.
With 91% of the 2025 budget committed to mandatory expenses, there is little left for research initiatives and strategic defense.
The project’s suspension would affect not only the military capacity of the country but also the national technological industry involved in the undertaking.
Budget Cut Affects Cruise Missile
The cruise missile is another development affected by the lack of budget predictability. Created in partnership with Brazilian companies, the weapon has long range and national technology.
The initiative is seen as an advancement in strengthening National Defense.
Without sufficient resources, the schedule may be suspended, hindering testing, certifications, and large-scale production.
This also compromises the innovation ecosystem of the sector, which depends on the continuity of high-complexity projects.
PEC Of Predictability As An Alternative
During the meeting at the Planalto Palace, the commanders advocated for the approval of the PEC Of Predictability. The proposal provides for a gradual increase in the budget allocated to National Defense, linked to Gross Domestic Product (GDP).
The goal is to reach 2% in eight years, an index recommended by NATO (North Atlantic Treaty Organization).
This measure would ensure permanent resources, even with changes in government.
The chosen rapporteur for the text in the Senate’s Constitution and Justice Committee was Senator Randolfe Rodrigues (PT-AP), government leader in Congress.
Defense Investment Is Below What Is Needed
The numbers presented to President Lula show that current investments are well below what is necessary.
In the case of the Army, the amount included in the New PAC is expected to reach R$ 1.43 billion, but the ideal would be R$ 1.95 billion.
In total discretionary expenses, the demand was R$ 3.9 billion, but Congress approved only R$ 2.2 billion.
The Air Force is also at risk of having aircraft grounded due to lack of fuel.
President Promises To Review Defense Budget
President Lula expressed concern about the scenario presented. According to gathered information, he indicated that he might review the defense budget in the second semester.
The intention is to seek a solution to avoid the collapse of strategic projects.
The expectation now rests on the advancement of the PEC Of Predictability and the resumption of investments in National Defense.
If not, Brazil may lose years of research, development, and sovereignty in critical areas like the Brazilian nuclear submarine and the cruise missile.
