Belém Could Become The Symbolic Capital Of Brazil During COP30, Reinforcing National Protagonism And The Importance Of The Amazon In Climate Negotiations
The Chamber of Deputies approved on Thursday (25) a project that symbolically transfers the capital of Brazil to Belém (PA) during the COP30. The proposal received 304 favorable votes and 64 against.
Ten Days Of Change
The change will be valid for ten days, from November 11 to 21, during which the UN conference on climate change will take place.
During this time, documents and dispatches signed by President Luiz Inácio Lula da Silva and ministers must mention Belém as the seat of government.

This change still depends on Senate analysis. If it advances, the president’s approval will be required for it to take effect.
Structure Of The Powers
The text also allows the Executive, Legislative, and Judiciary branches to be established in Belém to ensure the conduct of official activities.
The measure aims to provide institutional support to the event, which is expected to gather authorities and delegations from around the world.
Intention Of The Project
The proposal was presented by Deputy Duda Salabert (PDT-MG) and reported by José Priante (MDB-PA). Both argue that the change reinforces the importance of the Amazon in global climate negotiations.
According to the lawmakers, the symbolic relocation enhances the significance of the conference and gives greater visibility to Brazil’s role in environmental preservation.
Brazilian Protagonism
The President of the Chamber, Hugo Motta (Republicanos-PB), celebrated the decision. For him, the temporary change will enhance Brazil’s protagonism.
“With this recognition that the Chamber is making today, I have no doubt that we will give COP even more visibility, even more prominence, and even more importance to discuss the global climate situation,” he declared.
He added that the country will have the chance to show its commitment to sustainability. “And that Brazil can, in this event, demonstrate that we are a country that cares about the environment, that seeks economic development with a lot of sustainability,” he concluded.
Expectations For November
The expectation is that the symbolic transfer will be completed in time for the conference. The project, therefore, will still go through legislative stages before it becomes official.
Thus, Belém could experience a historic moment by hosting COP30 with temporary status as the Brazilian capital.
