One of the most traditional schools in Belo Horizonte, the Governor Milton Campos State School, better known as Central State School, is at the center of a major debate. The school community votes this Thursday (10) on whether to adopt the civic-military model proposed by the government of Minas Gerais.
According to an article published by the g1 Minas portal, the decision of a school with such historical weight – where figures such as former presidents Getúlio Vargas and Dilma Rousseff studied – highlights the controversy surrounding the program, which has already been abolished at the federal level, but which the government of Romeu Zema (Novo) is trying to implement in the state.
The Vote at Central State School
The assembly this Thursday, July 10, 2025, will gather the school administration, teachers, and students to decide whether to accept the government’s proposal. Central State School is one of more than 700 public state educational institutions included in the consultation process.

A School with a Rich History in Politics and Art

The vote at the Central School carries symbolic weight due to its history. The institution was the educational cradle of some of the most important personalities in Brazil.
In addition to former presidents Getúlio Vargas (who studied at the school when it was still in Ouro Preto) and Dilma Rousseff, notable figures such as cartoonist Henfil, his brother, sociologist Betinho, and musician Toninho Horta also walked its halls.
What Is the Civic-Military Model Proposed by Minas Gerais?
The government program in Minas Gerais proposes a shared management of schools. The pedagogical part would remain under the responsibility of the Department of Education, while the administrative and disciplinary management would be done in collaboration with the Military Police and the Fire Department.
According to the government, the objective is to “contribute to improving school coexistence and strengthening the culture of peace,” without implying changes to the pedagogical or curricular structure.
The Controversy: Criticism from Unions and Legislators
The proposal, however, faces strong resistance. The Single Union of Workers in Education of Minas Gerais (Sind-UTE/MG) expressed opposition, stating that the initiative replaces pedagogical projects with a “hierarchical and authoritarian logic.”
Opposition lawmakers to Governor Romeu Zema also criticized the program, arguing that it is unconstitutional since the state does not have the authority to create an educational model that is not outlined in the Law of Guidelines and Bases of Education (LDB).
A Program Abolished at the National Level, Yet Advances in Minas
The debate over the civic-military model in Minas Gerais is occurring in a particular national context. The federal program for civic-military schools, one of the main banners of former president Jair Bolsonaro’s government, was revoked in 2023 by a decree from President Luiz Inácio Lula da Silva’s administration.
The insistence of the Minas government to create its own state program goes against the federal decision and has generated an intense political and legal battle over the future of school management in the state.
