According to Experts, Fuel Sales by Distributors in Brazil Grew by More Than 2.5% in 2022 Compared to the Previous Year, to Approximately 143 Billion Liters, with a Boost for Diesel Sales Due to Economic Recovery and a Record Crop Yield.
This is the largest volume since 2014, when distributors recorded a sales peak of over 144.58 billion liters of fuel, according to data from the National Agency of Petroleum, Natural Gas and Biofuels (ANP).
According to the ANP, diesel (the most traded fuel in the country) set its record sales by distributors at around 63.23 billion liters in 2022, a rise of about 1.8% compared to 2021.
Diesel is one of the most important fuels for transportation of Brazilian grain crops, which had a record yield estimated last year, stated former ANP director Aurélio Amaral. The country harvested a historic total of around 271.2 million tons in the 2021/2022 seasons, according to the National Supply Company (Conab).

In light of the reasons for record diesel sales, one expert also pointed to the recovery of the Brazilian economy right after all the effects of the Covid-19 pandemic. “But essentially, the increase in the crop represents the growth of diesel in the country,” Amaral stated.
Fuel Sales by Distributors Grew in 2022; Diesel Hits Record, Says ANP
Eduardo Oliveira Melo, the managing partner of Raion Consultoria, stated that the volume of diesel sold in 2022 exceeded approximately 10% of the average of the past five years. “This number provides the perspective of a stronger economic activity, which has driven diesel consumption itself,” he highlighted.
The gasoline sales, on the other hand, recorded a 9.5% increase, reaching 43 billion liters, marking the highest volume since 2017, when approximately 44.15 billion liters were sold.
“Gasoline ended up having an additional component to this consumption, which was the exemption from taxes (federal), which was much more impactful for gasoline than for diesel,” Melo highlighted to Reuters.
Thus, the tax exemptions provided a competitive advantage for gasoline over hydrated ethanol, which remains a direct competitor at the pumps, due to the taxes that applied even more to the biocombustible, which were lower.
However, in this scenario, all sales of hydrated ethanol fell by approximately 7.5% in the annual comparison, to about 15.53 billion liters, according to the ANP.
The previous government also eliminated the Pis/Cofins for diesel and gasoline in mid-2022, as well as for other fuels, aiming to mitigate the effects of inflation. This tax exemption was further extended by the new government until the end of February for gasoline and until the end of this year for diesel.
