The Main Economic Development Hub of Ceará, the Pecém Industrial and Port Complex (CIPP), Received on Monday (22) the Chinese Delegation from the Municipal Government of Dalian.
An ambitious project, but one that has not yet materialized, is the oil refinery unit in Ceará. Considered a priority project for the State Government, negotiations are progressing, but quietly. Everything to avoid souring the deal, as happened with the Chinese Qingdao Xinyutian Chemical, responsible for the previous project.
Yesterday, 22, Governor Camilo Santana met with representatives from the municipal administration of Dalian, a Chinese city located 840 km from the capital Beijing. However, he did not hide his desire to bring the refinery to Ceará, directly at the Pecém Industrial and Port Complex (CIPP). “We are very excited about the latest negotiations and are optimistic about the possibility of this partnership,” declared the governor.

The delegation also learned about the ongoing works, such as the expansion of the container area for hazardous cargo; the new access bridge to the multipurpose terminal; the new access gate; and the new docking berth. All these works are part of the expansion package of the Pecém Industrial and Port Complex.
“They visited the Port; the Export Processing Zone; the Steelworks (CSP). They were quite impressed with all the logistics that have been created here at the Pecém Complex. And our idea is to advance partnerships and attract investments,” stated Danilo Serpa.
“The visit shows that they are interested in developing some commercial relationship with us. It keeps alive the expectations that we can not only establish a partnership but also discuss important projects in Ceará through Chinese companies,” said Secretary Maia Júnior.
In April, Camilo visited Dalian and established partnerships in education and economic development. An exchange agreement was signed that allows students from public schools in the State to travel to the Asian country. The aim is to promote the exchange of cultural and sporting experiences, in addition to learning the local language.
In economic terms, the “crown jewel” could be the refinery, but also a shipyard or unit focused on the naval industry. This is because Dalian is strong not only in the petrochemical sector.
