The State Department of Traffic of Rio Grande do Norte opened, this Tuesday, August 26, the registrations for the CNH Popular Program 2025.
The initiative offers one thousand free driver’s licenses for the low-income population, with slots for first licenses in categories A and B and transfers to C, D, and E.
Registration is exclusively online and is available from August 26 to September 10, 2025, requiring attention to the official stages and deadlines.

Program Benefits
The CNH Popular program covers 100% of the Detran fees and exams, the costs of issuing the first CNH, and, when applicable, the expenses for transfers to categories C, D, and E.
It also includes theoretical and practical courses at Driver Training Centers.
In practical terms, the selected applicant fulfills all mandatory steps without any out-of-pocket expenses, from the start of the process to the driving test.
Who Can Participate
The program is aimed at low-income individuals, with active registration in the CadÚnico or participation in assistance programs.
Furthermore, it is mandatory to prove residence in Rio Grande do Norte for the 12 months prior to the application and to be at least 18 years old, with penal accountability.
The candidate must not be legally impeded from holding a license or have their CNH suspended or revoked in administrative or judicial spheres.
Regarding traffic behavior and criminal history, the rule excludes anyone who has definitive conviction for a crime committed while driving a vehicle, as per the Brazilian Traffic Code.
Those who, in the last 12 months, committed serious or very serious violations or were recurrent in minor or medium violations are also ineligible to participate.
The general requirements for obtaining a CNH remain valid, such as physical and mental fitness exams and, when required, psychological evaluation.
Distribution of Slots by Category
The 2025 edition provides for 500 slots for first licenses in category A and 350 slots for first licenses in category B.
For category transfers, there are 50 slots in C, 50 in D, and 50 in E.
The distribution aims to cater to different profiles: those wanting to start driving motorcycles or cars and drivers needing professional licenses to operate in cargo transport or passenger transport.
Official Process Schedule
The dates have already been defined and must be strictly observed. The registration phase runs from August 26 to September 10, 2025, with selection occurring between September 11 and 25.
The list of selected candidates is scheduled to be published on September 26, and the document submission is set for the period from September 29 to October 28.
Subsequently, the document analysis will take place from October 29 to November 27. The final result is scheduled for November 28, 2025.
Required Documentation
After classification, the selected candidate must present the required documents within the deadline.
Generally, the following documents are requested: ID card, Tax ID, proof of residence in RN, and proof of registration in CadÚnico, along with other documents stipulated in the notice.
Once the information is confirmed, the steps of medical and psychological exams, when applicable, theoretical course, written test, practical lessons, and driving test will follow.
The entire process is funded by the program, according to the rule of exemption.
Rules of Impediment
The assessment includes data cross-referencing with traffic and justice systems. Situations such as judicial impediment, revocation, or suspension of CNH make access to the benefit impossible.
Additionally, the requirement for absence of serious/very serious violations and no recurrence of minor or medium infractions in the 12 months prior serves as a conduct filter.
Investment and Legal Basis
To fund the one thousand slots, the state government estimates an investment of R$ 1.67 million in the third edition of CNH Popular.
The program is based on Complementary Law No. 459, of December 26, 2011, and was regulated on December 15, 2020, by Decree No. 30,277.
This regulatory framework authorizes the Detran-RN to carry out periodic calls and establish partnerships with CFCs to facilitate free training for drivers.

Among these, the requirements of minimum time of licensure in the previous category and appropriate age for driving larger vehicles remain.
The classes and the final evaluation follow the usual protocol, focusing on the specifics of each category.
How to Register for CNH Popular 2025
Registration must be completed on the digital channels of Detran-RN, under “Licensing > CNH Popular”, or by the “CNH Popular 2025” banner on the agency’s website.
Registrations were opened from noon on Tuesday (26) and remain open until September 10.
The process is free, and each candidate needs to provide valid personal and contact information, as notifications and alerts are made preferentially through electronic means.
