The Government of RN Plans to Generate 25 Thousand New Jobs with the Construction of the Port Industry. R$ 6 Billion Will Be Invested for the Installation of the New Enterprise.
The site planned to host the Multipurpose Offshore Port of RN is located on the North Coast, between the municipalities of Caiçara do Norte and São Bento do Norte, about 160 km from Natal. Other areas of the municipalities of Porto do Mangue, Natal, and Touros are also among those selected, but the definition considered the environmental, technical, and also economic viability of the regions. The Port Industry is necessary for the exploration of offshore wind energy and the export of other products. According to encouraging estimates from the State Department of Economic Development, it will be possible to start construction as early as next year, generating thousands of jobs.
Government of RN Will Advance Feasibility Studies
The next step, according to Sílvio Torquato, Secretary of Economic Development, is to advance with studies of the chosen area aimed at starting the licensing process as early as next year, with construction beginning only in 2024 and completed within 5 years.
The studies will continue to be carried out by UFRN. According to the secretary, next year it will be possible to work in parallel with the public call, which may require additional documentation. The legal documentation required to send to the Port Authority and proceed with the environmental licensing of the Port Industry will be provided by the government of RN. Thus, everything will be prepared for the PPP, which already has a law but needs to be updated.

The Government of RN intends to seek investments of R$ 6 billion for the installation of the Port Industry without providing a guarantee fund for the companies interested in operating it. The secretary states that all companies submitting proposals for the public call must be aware of this. Typically, the return period for capital for this type of project is 35 years, which can extend to 70 years. However, the project’s estimate in RN is that this will happen in 12 years.
Eight Companies Have Already Requested Licensing from IBAMA

The government of RN has already signed letters of intent with several companies interested in investing in the construction of the Port Industry, which is expected to generate 25,000 jobs. This includes the Chinese companies CCCC and Spic, as well as the Danish Vestas.
Torquato states that 8 companies have already submitted requests for licensing to IBAMA, interested in generating offshore wind energy in the multipurpose port sector. The companies could, for example, have their wind turbines manufactured in the back area of the project.
To reach a decision on the location of the port-industry, the Government of RN hired technical studies conducted by the Federal University of Rio Grande do Norte, through the North Rio Grande Foundation for Research and Culture (Funpec). The diagnosis estimates an EVTEA for the Port Industry.
Project Will Have 13 Thousand Hectares
According to the head of Sedec, Sílvio Torquato, the construction of this new port will require a back area of 13 thousand hectares, in order to generate the least possible impact on the environment, and that it will not be necessary to expropriate areas, a process that often takes time.
One of the points analyzed was the availability of the area, without significant risks of environmental problems, settlements, and issues of invasions.
In Porto do Mangue, the geological fault is excellent, but the Dunas do Rosado form an Environmental Protection Area and this could cause future problems. On the other hand, Touros is a municipality more focused on tourism and it would be costly to expropriate areas.
