With The New FTIR Equipment, ANP Oversight Intensifies Quality Control of Fuels, Ensuring Immediate Detection of Methanol and Correct Biodiesel Levels in Diesel
The ANP oversight has received significant support in its efforts to ensure the quality of fuels sold in Brazil, according to a news article published.
On October 9, the Public Ministry of the Federal District and Territories (MPDFT), through the Consumer Rights Prosecutor’s Office (Prodecon/DF), delivered another FTIR spectrophotometer to the National Agency of Petroleum, Natural Gas and Biofuels (ANP).
This portable equipment is capable of detecting the percentage of biodiesel in diesel fuel and the presence of methanol in fuels such as gasoline and ethanol, strengthening ANP’s direct and immediate oversight.

FTIR Technology and the Advancement of Methanol Detection in Fuels
The arrival of the seventh FTIR spectrophotometer marks a new phase for ANP oversight. The model, donated by MPDFT, utilizes infrared spectrophotometry (FTIR) technology, which allows for the real-time identification of methanol presence and biodiesel levels.
Prosecutor Paulo Binicheski, responsible for the 1st Consumer Defense Office of the MPDFT, formalized the delivery during a ceremony in Brasília, in the presence of ANP Director-General Artur Watt, Director Symone Araújo, and Director Pietro Mendes.
Artur Watt emphasized that the partnership between the institutions brings direct benefits to society. The equipment enables the immediate verification of methanol levels, which should be zero in gasoline and ethanol.
Meanwhile, the diesel fuel, which should currently contain 15% biodiesel, can have its percentage confirmed at the very location of oversight.
Institutional Partnerships Strengthen Biodiesel Level Verification in Diesel
The ANP oversight had previously received six similar equipment units: the first from the Public Ministry of Sergipe (MPSE), and five from private initiatives.
This new donation is the result of a Conduct Adjustment Term (TAC) signed between the MPDFT and a supermarket chain, as compensation for collective damages.
Before the arrival of the FTIRs, confirming the biodiesel level was only possible in a laboratory, after sample collection.
Now, the enforcement agent can verify in the field whether the mandatory mixture is correct and, in case of irregularities, take precautionary measures for immediate interdiction, preventing the sale of products that do not meet legal standards.
Preventive Control and Combating Frauds in Fuels and Diesel Quality
Expanding ANP oversight with FTIR strengthens the fight against fraud in the fuel sector. When irregularities are detected, the ANP issues a notice of infraction and initiates an administrative process, ensuring the right to broad defense and adversarial proceedings.
Penalties range from fines, which can reach R$ 5 million, to suspension or revocation of the operating authorization of the economic agent involved.
These measures reinforce market credibility, ensure compliance with environmental standards, and sustain Brazilian consumers’ trust in the quality of the fuel that powers their fleets on a daily basis.
With the new equipment, the ANP oversight decisively advances in consumer protection and enhancing the national energy sector.
